Tender Quality Score

This tender for a Broadcast Management System is generally well-structured, with clear objectives and a reasonable estimated value. However, it lacks specific details on evaluation criteria and sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general legal requirements, including a clear procedure and proper CPV code. Deadlines are provided, though their reasonableness is subjective without further context. No disputes are indicated. The procedure is described as 'Competitive flexible procedure', which suggests a structured but potentially adaptable process.

Clarity80/100

The description of the required Broadcast Management System (BMS) is clear, outlining the need for a replacement for S4C's internal solution to handle planning, scheduling, reporting, and rights management. The importance of reading associated documents is emphasized, indicating that detailed requirements are likely contained within them.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. However, the 'Tender Documents' section indicates 0 documents with content/summaries, which is a significant gap. The absence of explicit evaluation criteria is also a notable omission in the provided summary.

No document content available
Fairness85/100

The tender is open and uses a competitive procedure, suggesting a fair process. The estimated value is disclosed, and the deadlines appear reasonable for an open tender. There are no immediately apparent requirements tailored to specific companies. The emphasis on reading associated documents implies that detailed criteria will be provided there.

Practicality65/100

The tender specifies a contract duration and start date. However, the 'Issues' section flags 'No e-submission', which is a significant drawback for modern procurement. The URL for documents is not provided in the extract, and financing information is not specified.

No e-submission
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated. There are no indications of suspension or disputes. The dates provided (submission deadline, contract start) are logically ordered.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, innovation, or EU funding. This suggests a lack of focus on sustainability criteria within the provided summary.

Not green procurement
No social criteria

Strengths

Clear title and reference number
Well-defined organizational details
Specific description of the required system
Disclosure of estimated value and contract duration

Concerns
