Original Tender Description

The primary purpose of this preliminary market engagement exercise (“Exercise”) is for the Education Authority (EA) to outline and seek supplier views and feedback on potential approaches for the delivery of a BTEC Level 3 National Diploma in Sports Studies and Coaching for St Colm’s High School This is not a tender exercise by the Education Authority. The Education Authority Northern Ireland (EANI) wishes to engage with the market to gather views on the establishment of a robust, value‑for‑money Framework Agreement for the delivery of a BTEC Level 3 National Diploma in Sports Studies and Coaching for St Colm’s High School. The anticipated contract period is from 1 September 2026 to 31st August 2028 (indicative), with options to extend for periods up to a further 24 months. Any information gathered through this market consultation exercise will be used solely to inform internal business planning and any potential future procurement process. It will not be evaluated as part of any subsequent tender exercise. Participation—or non‑participation—in this preliminary market consultation will not preclude any supplier from taking part in any future procurement process, nor will any information submitted provide any supplier with an advantage or disadvantage. For the avoidance of doubt, this is the scoping phase and not part of a formal procurement procedure. Suppliers who wish to participate in the market engagement exercise should complete the pre‑market engagement questionnaire available on eTendersNI under the unique reference EANI‑5178. Further information, including the questionnaire, can be downloaded from the CfT documents. Completed questionnaires must be submitted via the Messaging function of eTendersNI no later than 3:00pm on Tuesday 31st March 2026. No additional tender documents are required at this stage beyond the questionnaire.

Tender Quality Score

This is a preliminary market engagement exercise, not a formal tender. It effectively seeks feedback on future procurement for BTEC Level 3 Sports Studies, with clear submission guidelines for a questionnaire. Key information like estimated value and duration is present, but formal evaluation criteria and a reveal date are absent, impacting its completeness.

Score Breakdown

Legal Compliance75/100

The tender is a preliminary market engagement and not a formal procurement procedure, so strict legal compliance for tenders is not fully applicable. However, the process outlined is clear and the CPV code is appropriate. There are no obvious regulatory or dispute issues.

Clarity80/100

The description clearly states the purpose of the exercise as market engagement and not a tender. Requirements for participation are well-defined (completing a questionnaire). The scope of the future Framework Agreement is also mentioned.

Completeness70/100

The basic information such as title, reference, organization, description, estimated value, and contract duration are present. However, essential tender components like evaluation criteria and a reveal date are missing, as this is a preliminary exercise.

Missing reveal date
No evaluation criteria specified
Fairness85/100

As a market engagement exercise, fairness is demonstrated by explicitly stating that participation or non-participation will not affect future bids, and no supplier will gain an advantage. Full document access is provided for the questionnaire.

Practicality65/100

Submission is via eTendersNI messaging, which is a form of e-submission. The contract start date is specified, and financing information, while not detailed, is implied by the estimated value. Document URL is implied by reference to eTendersNI.

Data Consistency90/100

Key fields like title, reference, organization, estimated value, and deadlines are populated. There are no indications of suspension or disputes. The dates provided are logical in sequence.

Sustainability50/100

There are no explicit mentions of green procurement, social aspects, innovation, or EU funding in the provided text, which is common for preliminary market engagement notices but limits the score in this category.

Not green procurement
No social criteria

Strengths

Clear purpose of market engagement
Explicit statement on fairness for future procurements
Well-defined submission process for the questionnaire
Estimated value and duration provided

Concerns

This is not a formal tender, so tender-specific criteria are naturally absent.
Lack of sustainability criteria
Deadline seems short for questionnaire completion if significant market research is expected.

Recommendations

1. Clarify if the indicative contract start date is firm or flexible.
2. For any future formal tender, ensure comprehensive evaluation criteria are published.
