Original Tender Description

Child poverty in the UK has increased by 900,000 children since 2010/11. 4.5 million children now live in poverty and 1.1 million have used foodbanks within the last 12 months. Tackling child poverty is central to this government’s mission to remove barriers to opportunity and raise the healthiest generation of children ever. On 5th December 2025, the government published Our Children, Our Future: Tackling Child Poverty: https://shorturl.at/tRli9, which sets out immediate actions to reduce poverty and the long‑term foundations needed to change its trajectory. As part of the Strategy, DHSC has committed to engage with the market and wider stakeholders outside of government to better understand and explore potential opportunities for collaboration to address the health impacts of child poverty. The purpose of this notice is to announce that DHSC will be hosting a virtual roundtable event with a Q&A on 15th April 2026. The roundtable will involve a facilitated discussion on what organisations are doing, or interested in doing, to tackle the health impacts of child poverty. Please see the letter from the Secretary of State for Health and Social Care inviting industry to the virtual roundtable: https://shorturl.at/r7ZWr.

Tender Quality Score

This tender is a market engagement notice for a virtual roundtable to discuss tackling the health impacts of child poverty. While it provides context and a clear event date, it lacks detailed procurement information and financial disclosures, indicating it's in a planning phase.

Score Breakdown

Legal Compliance75/100

The tender is in a planning status, which explains the absence of a formal procedure and detailed legal compliance elements. The provided deadline is for a market engagement event, not a submission for a contract, which is appropriate for this stage. The CPV code is broad but acceptable for initial market engagement.

Clarity80/100

The description clearly outlines the context of child poverty and the government's commitment. The purpose of the virtual roundtable and the date are explicitly stated. However, specific evaluation criteria for participation or future collaboration are not yet defined, which is expected at this planning stage.

Completeness70/100

Basic information such as title, reference, organization, and a description of the event are present. The contract duration is specified as 1 month, which seems short for a market engagement, possibly referring to the duration of the engagement itself rather than a contract. The estimated value is not disclosed, and no documents with content are available, which are significant omissions for a formal tender but understandable for a planning notice.

Estimated value not disclosed
No document content available
Fairness85/100

As a market engagement notice, fairness is generally high as it aims to gather broad input. There are no indications of requirements tailored to specific companies. Full document access is limited as no detailed documents are provided yet. The value is not disclosed, which is typical for this stage.

Practicality65/100

The tender specifies a virtual roundtable event with a clear date. However, it does not detail an e-submission process for participation, nor does it provide a direct URL for document submission or access beyond the provided links to external documents. The contract start date is listed as the tender date, which is unusual for a planning notice and likely refers to the commencement of the planning phase.

No e-submission process detailed
Contract start date appears to be the tender date, which is unusual for a planning notice
Data Consistency90/100

Key fields like title, reference, organization, and event date are populated. There are no reported disputes or suspensions. The contract start date and duration appear inconsistent with the 'planning' status and the nature of a market engagement event, suggesting these fields might be placeholders or require clarification.

Inconsistent contract start date and duration for a planning notice
Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the provided text. The focus is solely on addressing the health impacts of child poverty, which is a social issue, but not framed within a formal sustainability procurement strategy.

No explicit sustainability criteria mentioned

Strengths
