Original Tender Description

To establish a pilot scheme to provide a 4-5 bed building-based service in the community with a flexible system allowing beds to be pre-booked for short breaks for adults with learning disabilities, autistic people and people needing physical support. The aim of the pilot is to inform the second phase of the project to provide short break accommodation. It is envisaged the pilot scheme will be an initial 12-month contract plus 12 months following ongoing monitoring and reviewing, with a strong focus on co-production throughout the initial 12-month operational phase. As part of the wider project we will be enquiring about your capacity to support emergency respite provision and your ideas around what that support could look like and what community short breaks options could be introduced. Please note that indicative contract start and end dates are included within this notice to meet procurement publication requirements. These dates are provided for guidance only. The final contract model, structure, and duration have not yet been determined. Through this pre-market engagement exercise, the Council is seeking feedback from providers on viable contract lengths, potential extension options, and the commercial conditions that would support a sustainable and deliverable service. The purpose of this engagement is to encourage providers to share insight, suggestions, and innovative approaches that could shape the final contract design. All feedback received will help the Council determine the most appropriate contract model and duration before progressing to formal procurement.

Tender Quality Score

This tender is in the planning stage, focusing on pre-market engagement to shape a pilot scheme for short breaks. While generally clear and well-structured, it lacks specific details on evaluation criteria and financial aspects, and the submission deadline appears tight for a pre-market exercise.

Score Breakdown

Legal Compliance75/100

The tender is in a planning phase, which explains the lack of a formal procedure and detailed legal compliance elements. The CPV code is appropriate. The submission deadline is relatively short for a pre-market engagement, which could be a minor concern for legal compliance regarding adequate time for feedback. No disputes are noted.

Submission deadline may be too short for pre-market engagement.
Clarity80/100

The description of the pilot scheme and its objectives is clear. The requirements for providers to share insights and ideas are well-articulated. However, the absence of specific evaluation criteria for the feedback received is a notable gap.

No evaluation criteria specified for feedback.
Completeness70/100

Basic information such as title, organization, and CPV code is present. The contract duration and indicative start date are provided, though explicitly stated as indicative. The estimated value is not disclosed, which is a significant omission for a tender notice, even in the planning stage. Crucially, no tender documents with content are available.

Estimated value not disclosed.
No document content available.
Fairness85/100

The tender is in a pre-market engagement phase, which is a fair approach to gather input. The focus on co-production and seeking innovative approaches promotes fairness. The lack of disclosed value and specific evaluation criteria for the feedback could be perceived as less transparent, but this is typical for this stage. No requirements appear tailored to specific companies.

Practicality65/100

The tender is in a planning stage, so e-submission is not yet applicable. The contract start date is indicative. Financing information is not disclosed. The duration is mentioned as indicative and subject to feedback, which is practical for this engagement phase.

No e-submission mechanism specified (expected for planning stage).
Financing information not disclosed.
Data Consistency90/100

Key fields like title, organization, and CPV are populated. The dates provided are consistent with a planning stage, with explicit caveats about their indicative nature. No suspensions or disputes are reported, contributing to high data consistency.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation as mandatory requirements or evaluation criteria. While the focus on co-production touches on social aspects, it's not framed within a broader sustainability strategy.

No explicit green procurement criteria.
No explicit social criteria beyond co-production.

Strengths

Clear description of pilot scheme objectives.
Focus on co-production and seeking provider input.
Appropriate CPV code provided.
Well-defined target audience for the service.

Concerns
