Tender Quality Score

This tender for banknote supply demonstrates good data consistency and legal framework adherence but suffers from significant clarity and fairness issues due to missing evaluation criteria and a highly restrictive operational requirement.

Score Breakdown

Legal Compliance75/100

The tender clearly references the PA 2023 and defines the procedure type. CPV codes are assigned, and no disputes are reported. However, the absence of a clear reveal date impacts transparency, and mandatory exclusion grounds are not detailed in the summary, which could be a compliance gap if not fully elaborated in the full documents.

Missing reveal date (impacts transparency)
Mandatory exclusion grounds not explicitly detailed in summary
Clarity60/100

The description and AI-extracted requirements are generally clear and specific regarding the scope and technical needs. However, the critical absence of specified evaluation criteria makes it impossible for potential bidders to understand how their proposals will be assessed, severely impacting overall clarity.

No evaluation criteria specified
Completeness65/100

Most basic information, financial details, timeline, and classification are present. Documents are available. However, the tender is significantly incomplete due to the lack of specified evaluation criteria, which is essential for a comprehensive tender package.

No evaluation criteria specified
Fairness40/100

While the value is disclosed and documents are available, the requirement to 'Be able to operate from the Bank's secure printing facility at Debden' is highly restrictive and strongly suggests tailoring to an incumbent or a very limited number of specialized suppliers. The absence of objective and transparent evaluation criteria further undermines fairness.

Highly restrictive requirement ('operate from Debden') potentially tailoring the tender
No evaluation criteria specified
Practicality55/100

The contract duration and start date are clear, and financing information is available. However, the lack of electronic submission support is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders. Document URLs are not explicitly provided in the summary.

No electronic submission supported
Document URLs not explicitly provided in summary
Data Consistency90/100

All key fields are populated, and the data appears consistent across the provided information. There are no reported suspensions or disputes, and dates are logical.

Sustainability35/100

The tender includes a technical requirement to 'Demonstrate robust environmental capabilities,' which is positive. However, it is explicitly flagged as 'Not green procurement,' 'No social criteria,' and 'No innovation focus' in the automated checks, indicating a lack of broader sustainability integration into the procurement strategy or evaluation.

No explicit green procurement focus
No social criteria

Strengths

Clear legal basis (PA 2023) and procedure type
Well-defined scope and technical requirements
High data consistency and logical dates
Value disclosed and documents available

Concerns

Absence of evaluation criteria (critical)
Highly restrictive operational requirement ('operate from Debden')
Lack of electronic submission support
Limited sustainability and social focus
Missing tender reveal date

Recommendations

1. Publish detailed and objective evaluation criteria to ensure transparency and fairness.
2. Review the necessity and impact of the 'operate from Debden' requirement on competition.
3. Implement electronic submission capabilities to modernize the process and reduce bidder burden.
