Tender Quality Score

This tender provides a clear description of the required services for security systems and CCTV equipment maintenance and upgrades. While most core information is present, the absence of detailed evaluation criteria and accessible tender documents slightly impacts completeness and fairness.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and includes a clear CPV code. Deadlines are provided, although the submission deadline may be considered tight. No explicit disputes or regulatory compliance issues are apparent from the provided text. The duration and start date are clearly stated.

Clarity80/100

The description of services is clear, outlining the need for servicing, maintenance, and upgrades of security systems and CCTV equipment. The requirements for tender submission are stated (completion of documents), and it's specified that incomplete bids will be eliminated. However, specific criteria for evaluation are missing.

No evaluation criteria specified
Completeness70/100

Basic information such as title, organization, reference, estimated value, and contract duration are present. The contract start and end dates are also provided. However, the content of the 'Scope of Works/tender documentation' is not accessible, and no specific mandatory exclusion grounds or detailed eligibility/technical requirements are listed within the provided summary.

No document content available
Missing detailed eligibility/technical requirements
Fairness85/100

The tender uses an open procedure, disclosing the estimated value. The stated deadline is reasonable for an open procedure, and the criteria for selection are not overly tailored to specific companies. The lack of access to detailed tender documents and specified evaluation criteria prevents a full assessment of fairness regarding selection processes.

No document content available for full review
Practicality65/100

The tender specifies an e-submission requirement (implied by standard e-procurement practices for open tenders, though not explicitly stated as 'e-submission'). A document URL is not provided. The contract start date and duration are clearly specified, and financing information is implicitly linked to the estimated value. The provided EUR value seems to differ from the GBP stated in the description for the annual estimate, which might cause minor confusion.

Document URL not provided
Potential discrepancy between EUR and GBP for estimated value
Data Consistency90/100

Key fields such as title, organization, reference number, estimated value, and contract dates are consistently populated. There are no indications of suspension or disputes. The dates provided for contract start and end are logical and consistent with the duration.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria within this procurement process.

No green procurement criteria mentioned
No social criteria mentioned

Strengths

Clear service description
Open procedure and CPV code provided
Estimated value and contract duration specified
Logical contract timelines

Concerns

Missing evaluation criteria
Lack of accessible tender document content
Limited information on sustainability aspects
Potential discrepancy in currency for estimated value

Recommendations

1. Provide full access to tender documentation and explicitly state evaluation criteria.
2. Clarify the estimated value, particularly regarding the currency discrepancy between the summary and description.
3. Consider incorporating sustainability or innovation criteria in future tenders.
