Original Tender Description

Precip Net: Precip-Net sites collect rainwater using standard bulk rainwater collectors on a fortnightly basis to measure the bulk deposition of both acidifying and eutrophying chemical species at 48 sites. This includes calcium, chloride, potassium, magnesium, sodium, phosphate, nitrate, ammonium, sulphate, non-marine sulphate, acidity, conductivity, pH and total rainfall levels. At the two UK EMEP Supersites, daily wet only collectors are operated and samples analysed for the same ions as the bulk samplers with the addition of fluoride. With the long term time series from this network, it is possible to do trend analysis and modelling of chemical deposition via rainfall to UK ecosystems. Precip-Net is measured via bottle collectors mounted on a pole. The samples are collected fortnightly by the Local Site Operators (LSOs), returned, processed and sent for analysis. The bottle collector has a funnel with a polypropylene mesh filter at the base to prevent coarse material entering the collection chamber. Bird deterrents are also located on the top of the funnels to try to minimise contamination from bird droppings. At Auchencorth Moss and Chilbolton (The two EMEP sites) daily wet only collections are also made. This is via a wet only sampler and is used towards meeting the UK’s EMEP commitments. Ion analysis of the daily samples is undertaken, including: Na, NH4-N, K, Mg, Ca, Cl, NO3-N, SO4-S, PO4-P. In the daily samples fluoride (F-) is measured additionally. NO2 Net NO2-Net sites are a subset of the Precip-Net sites and are used to provide a rural background for the UK modelling of NO2 via the Defra Modelling Ambient Air Quality contract for annual compliance mapping at 26 sites. This supplements information delivered on a separate EA network, the Automatic Urban and Rural Network (AURN). Samples are taken using diffusion tubes. Three diffusion tubes with stainless steel grids mounted in low density polyethylene caps are used to collect the samples. The stainless steel grids are impregnated with an absorbent chemical (triethanolamine and acetone) which captures the NO2 as the gas diffuses through the tube. The tubes are left in situ for 4 weeks then analysed. Following a two-year intercomparison study during 2022 and 2023 comparing the performance of tubes with and without wind protection caps, the use of the tubes without the wind protection caps were discontinued and only those tubes with wind protection caps are now employed in the network. These tubes, provided by Gradko, are like those used in the UK Urban NO2 Network (UUNN Network). The wind protection caps help maintain the diffusion path length and hence reduces the positive sampling bias.

Tender Quality Score

This tender provides a detailed technical description but is severely hampered by a critical lack of accessible documentation, missing procedure type, and absence of evaluation criteria, significantly impacting its completeness and fairness.

Score Breakdown

Legal Compliance60/100

The tender lacks a clearly defined procedure type, which is a fundamental requirement for legal compliance. While CPV codes are appropriate and no disputes are noted, the absence of full tender documents makes a comprehensive legal compliance assessment impossible.

Missing procedure type
Full tender documents not accessible
Clarity65/100

The technical description of the required services (Precip-Net and NO2-Net) is highly detailed and clear. However, the complete absence of specified evaluation criteria and detailed content for other requirement categories (e.g., eligibility, financial) significantly reduces overall clarity for potential bidders.

No evaluation criteria specified
Content for eligibility/financial/submission requirements not detailed
Completeness40/100

This tender is critically incomplete due to the stated 'Documents with content/summaries: 0', meaning no actual tender documents are accessible. Key information such as the procedure type, liable person, and full details of mandatory exclusion, eligibility, financial, and submission requirements are missing.

No tender document content available
Missing procedure type
Fairness45/100

The lack of accessible tender documents and the complete absence of evaluation criteria severely undermine the fairness and transparency of the process. The explicit mention of 'Gradko' tubes, even with the 'or equivalent' clause, could be perceived as potentially favoring a specific supplier, although the 'or equivalent' mitigates a direct tailoring flag. The absence of e-submission also limits equal access.

No full document access
No evaluation criteria
Practicality50/100

The tender provides essential practical details like estimated value, contract duration, and start date. However, the lack of electronic submission capabilities ('No e-submission') and the critical absence of accessible tender documents pose significant practical hurdles for interested parties.

No e-submission
No document content available
Data Consistency70/100

Key dates (submission, contract start, duration) are logical and consistent. There are no reported disputes or suspensions. However, several basic fields such as 'Liable Person', 'Type', and 'Procedure' are unpopulated, indicating some inconsistency in data entry.

Missing 'Liable Person' field
Missing 'Type' field
Sustainability30/100

The tender does not explicitly incorporate any green procurement, social, or innovation criteria. While the subject matter (environmental monitoring) inherently contributes to sustainability goals, the procurement process itself does not demonstrate an active focus on these aspects.

No explicit green procurement criteria
No social criteria

Strengths

Detailed and clear technical description of services
Essential financial and timeline information provided (value, duration, start date)
Appropriate CPV classification
No disputes or suspensions reported

Concerns

Critical absence of accessible tender documents
Missing procedure type and evaluation criteria
No electronic submission capability
Specific brand mention (Gradko) in technical requirements, despite 'or equivalent'
Lack of explicit sustainability (green, social, innovation) criteria

Recommendations

1. Publish all tender documents immediately to ensure transparency and fairness.
2. Clearly define the procurement procedure type and detailed evaluation criteria.
3. Implement electronic submission for improved accessibility and efficiency.
