Original Tender Description

The intention is to initially invite Economic Operators to apply in an NEC Participation Stage process for Portadown Flood Alleviation Scheme. It is anticipated that up to 8 Suppliers that: satisfy the completeness and compliance checks; satisfy the requirements as to legal and financial capacity; have not been excluded and who achieve the highest overall scores in the Participation Stage evaluation, may be shortlisted for the Tender Stage for Phase 1 Portadown Flood Alleviation Scheme. Where there is a tie for 8th place, then all Suppliers in 8th place will be invited to tender for Phase 1. For the purposes of this exercise a tie for 8th place is deemed to occur where two or more Suppliers have identical scores or a score within 1 mark (out of a score of 100) of the 8th place score. The eight shortlisted suppliers (and ties) from Participation Stage will be invited to tender for Phase 1. One supplier, the MAT, will be awarded the construction of Phase 1 of Portadown Flood Alleviation Scheme. Framework Agreement The assessment of the tenders for Phase 1, will result in Tenders being Scored and Ranked. The top 6 ranked Tenderers (including the MAT for Phase 1) will be appointed to the Framework Agreement and subsequently invited to tender for Phase 2 and Phase 3, as Secondary Competitions under the Framework Agreement. These later Phases will be awarded on the basis of quality/social value/price ratio.
