Tender Quality Score

This tender is a moderately well-structured open competition for consultancy services, with clear objectives and a reasonable budget. However, it lacks detailed evaluation criteria and specific sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements for an open competition below the threshold. Deadlines are specified, and the procedure is indicated as open competition. The CPV code is provided. No disputes are noted. The primary concern is the potential for a short submission deadline, which could impact compliance with reasonable timelines.

Deadline may be too short
Clarity80/100

The description of the required programme is clear, outlining the objectives of supporting local food and drink enterprises in adopting sustainable practices and achieving market readiness. The technical capability requirements are well-defined based on the description. However, the absence of specified evaluation criteria introduces ambiguity in how submissions will be assessed.

Missing evaluation criteria specified
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. The CPV code is provided. However, the tender documents themselves are not accessible or summarized, which significantly impacts completeness. The lack of detailed mandatory exclusion grounds and specific eligibility criteria beyond 'competent consultancy companies' also reduces completeness.

No document content available
No specific mandatory exclusion grounds are detailed
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed, and the criteria for technical capability are objectively derived from the programme description. The use of e-procurement is implied by the structure, though not explicitly stated as mandatory. There are no apparent requirements tailored to specific companies.

Practicality65/100

The contract start date and duration are clearly specified. Financing information is not detailed. The primary practicality issue is the lack of explicit mention of e-submission, and the absence of accessible document URLs for potential bidders to review the full tender package.

No e-submission mentioned
No document URL provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated consistently. There are no noted disputes or suspensions. The dates provided for the contract start and submission deadline are logically ordered. The CPV code is present and relevant.

Sustainability50/100

While the programme's objective is to promote 'sustainable and environmentally responsible business practices' among enterprises, the tender itself does not explicitly detail green procurement criteria for the consultancy services or incorporate broader social aspects, innovation, or EU funding indicators. This limits the sustainability score.

Not explicitly green procurement for the consultancy
No explicit social criteria for the consultancy

Strengths

Clear programme objectives and description
Open competition procedure
Disclosed estimated value and contract duration
Relevant CPV code provided

Concerns

Missing detailed evaluation criteria
Inaccessible tender documents
Potential for a short submission deadline
Limited explicit sustainability requirements for the consultancy

Recommendations

1. Specify detailed evaluation criteria for submissions.
2. Provide direct links to all tender documents and ensure their content is accessible.
3. Consider extending the submission deadline if it is indeed short to allow for adequate preparation.
