Tender Quality Score

This tender, currently in a planned status, provides a good high-level overview of the project scope and value, but requires significant clarification on procedure, evaluation criteria, and e-submission capabilities for a comprehensive assessment.

Score Breakdown

Legal Compliance75/100

The tender benefits from a correctly assigned CPV code and no reported disputes. The submission deadline is exceptionally generous from today's date. However, the explicit absence of a defined procedure type and specific mandatory exclusion grounds, while potentially due to its 'planned' status, represents a notable gap in legal clarity for a formal tender.

Undefined procedure type
No explicit mandatory exclusion grounds stated
Clarity60/100

The project description is clear and detailed, and the AI-extracted requirements are well-categorized and understandable at a high level. However, the critical absence of specified evaluation criteria significantly diminishes the overall clarity for potential bidders, as does the lack of detailed performance conditions.

Missing evaluation criteria
Performance conditions not clearly stated
Completeness70/100

Basic information such as title, reference, organization, estimated value, duration, and location (NUTS code) are all provided. The tender also lists four associated documents. The primary deficiency is the absence of defined evaluation criteria, which is a crucial component for a complete tender package.

Missing evaluation criteria
Fairness65/100

The full disclosure of the estimated value and the seemingly generic nature of the requirements contribute positively to fairness. The submission deadline, being far in the future, allows ample preparation time. However, the lack of specified evaluation criteria and the absence of e-submission capabilities are significant concerns for transparency and equal access.

Missing evaluation criteria
No e-submission capabilities indicated
Practicality60/100

The contract start date and duration are clearly specified, which aids planning. However, the stated lack of e-submission support is a practical drawback in modern procurement. The absence of explicit document URLs also makes access less straightforward.

No e-submission capabilities indicated
Document URLs not provided
Data Consistency80/100

Dates are logical and consistent, with the submission deadline preceding the contract start. There are no reported disputes or suspensions. However, some key fields, such as 'Type', 'Procedure', and 'Liable Person', are unpopulated, indicating minor data inconsistency.

Key fields (Type, Procedure, Liable Person) are unpopulated
Sustainability50/100

The tender mentions 'compliance with sustainability objectives' as a requirement, which is a positive step. However, it lacks specific details on green procurement criteria, social aspects, or an explicit focus on innovation, limiting its overall sustainability score.

Lack of specific green procurement criteria
No explicit social aspects mentioned

Strengths

Clear and detailed description of the project scope.
High estimated value is fully disclosed, promoting transparency.
Generous submission deadline (from today's date) allows ample preparation time.
Well-defined contract duration and start date.
Inclusion of sustainability objectives, even if high-level.

Concerns

Absence of defined procedure type and explicit mandatory exclusion grounds.
Critical lack of specified evaluation criteria.
No indication of electronic submission capabilities.
Missing specific details on green, social, or innovation aspects.
Some key fields (e.g., Liable Person, Procedure Type) are unpopulated.

Recommendations

1. Publish detailed evaluation criteria and specific mandatory exclusion grounds.
2. Implement electronic submission for enhanced accessibility and efficiency.
3. Elaborate on specific sustainability, social, and innovation requirements.
