Tender Quality Score

This tender for Transport Planning Services by North Wales Fire and Rescue Service is generally well-structured, with clear technical requirements and a reasonable estimated value. However, it lacks explicit evaluation criteria and details on e-submission, impacting its overall practicality and fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including a clear CPV code and a defined procedure. Deadlines are provided, though the submission deadline might be considered tight given the complexity of the requirements. No disputes are noted. The procedure is 'Below threshold - open competition', which is a valid classification.

Clarity80/100

The description of services required is detailed and specific, outlining the consultancy works, BREEAM compliance, and highway adoption process. The AI-extracted requirements further clarify the technical capabilities needed. However, the absence of explicit evaluation criteria leaves some ambiguity on how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. The CPV code is provided. However, the tender documents themselves are not available with content, which is a significant omission for bidders to fully understand the scope and requirements.

No document content available
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed, and the criteria for technical capability are objective. The requirement for bidders to work in multiple languages (English, Estonian, Latvian, Polish, and Lithuanian) is unusual and could be seen as potentially tailored or an unnecessary barrier if not genuinely required for the service delivery. The lack of explicit evaluation criteria also reduces transparency.

Bidders must be able to work in English, Estonian, Latvian, Polish, and Lithuanian (potentially tailored/unnecessary)
Practicality65/100

The tender specifies a contract start date and duration. However, it lacks information regarding e-submission, which is a common and practical method for modern procurement. The absence of document URLs for the tender documents further hinders practical access.

No e-submission
No document URL
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no noted suspensions or disputes. The dates provided (submission deadline, contract start) are logically sequenced.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

Not green procurement
No social criteria

Strengths

Clear and detailed description of required services
Open competition procedure
Specific technical requirements outlined
Estimated value and contract duration specified

Concerns

Lack of available tender document content
Missing evaluation criteria
No explicit e-submission process mentioned
Unusual multi-language requirement for bidders

Recommendations

1. Provide full tender documents with accessible content and URLs.
2. Clearly define and publish the evaluation criteria.
3. Clarify the necessity of the multi-language requirement for bidders.
