Original Tender Description

ECITB is pleased to invite stakeholders to help shape it's new STEM engagement programme! The Engineering Construction Industry Training Board (ECITB) is inviting organisations to get involved in helping shape a new programme designed to support the engineering construction industry's future talent pipeline. Andrew Hockey, CEO of the ECITB, said: "The ECITB's Leading Industry Learning Strategy outlines the importance of encouraging new entrants into industry and engaging in activities to attract and inspire under-16s into ECI careers. "One of the recurring themes we hear from employers across the industry is the critical need to inspire young people into STEM (Science, Technology, Engineering, and Mathematics) careers from an early age. "Our Business Plan for 2026 includes the action to deliver a key EDI (equity, diversity and inclusion) or attraction initiative in each ECITB region, including a STEM outreach engagement activity in Central Scotland targeting secondary schools." As part of its pre-tender market engagement, the ECITB is seeking input on the current STEM engagement landscape from engineering construction organisations, STEM outreach providers and third sector partners. Feedback is welcomed on existing solutions, areas of good practice and any gaps that need to be addressed to strengthen STEM outreach and careers awareness. Our webinar will be the first in a series of supplier engagement activities to support this, pre tender. The ECITB intends to issue a tender later in summer 2026 for the two-year pilot programme across the Scottish Central Belt, with delivery expected to commence in 2027. WEBINAR Organisations interested in contributing to this early engagement are invited to attend our online event on 20 April at 11:00am. Insights gathered during this engagement will help inform the forthcoming tender and pilot programme. Tender Quality Score

This tender is in the planning stage, focusing on pre-tender market engagement for a STEM program. While generally well-structured, it lacks specific details regarding evaluation criteria and technical requirements, which are crucial for a forthcoming tender.

Score Breakdown

Legal Compliance75/100

The tender is in a planning phase, and while it mentions a future tender issuance, it currently lacks a formal procedure and detailed legal compliance elements. The provided information suggests a future procurement process, but the current notice is more of an engagement. The CPV code is appropriate. Deadlines are not yet critical as it's in planning.

Clarity80/100

The description clearly outlines the purpose of the STEM engagement program and the ECITB's objectives. It effectively communicates the need for input from stakeholders and the intention to inform a future tender. However, specific technical or evaluation criteria are not yet detailed.

Completeness70/100

Basic information such as title, organization, estimated value, and contract duration is present. However, the tender is in a planning stage, meaning full details like specific submission requirements for the actual tender, evaluation criteria, and detailed documentation are not yet available. The absence of document content for this notice is noted.

No document content available
Fairness85/100

The pre-tender market engagement approach, including the webinar, is a positive step towards ensuring fairness by seeking broad input. The value is disclosed, and the criteria for participation in the engagement are open. There are no apparent tailored requirements to specific companies at this stage.

Practicality65/100

The current notice is for market engagement, not a formal tender submission. The primary 'submission' requirement is to register for a webinar. While this is practical for engagement, it does not reflect the practicality of a future tender submission process, which is not yet detailed. Financing information is not provided.

No e-submission for a formal tender
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. The status 'planning' aligns with the description of pre-tender market engagement. No disputes or suspensions are indicated.

Sustainability50/100

The description mentions 'equity, diversity and inclusion' (EDI) as a key initiative, which touches upon social aspects. However, there is no explicit mention of green procurement or innovation as core requirements for this engagement or the future tender.

Not green procurement
No social criteria explicitly detailed beyond EDI
