Tender Quality Score

This tender for play park consultancy services is generally well-structured, with clear technical requirements and a defined scope. However, it lacks explicit evaluation criteria and details on sustainability, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations for below-threshold open competitions. Deadlines are provided, and the CPV code is appropriate. No disputes are noted. The primary concern is the lack of a specified reveal date for submissions, which is a minor procedural oversight.

Missing reveal date
Clarity80/100

The description of the required services is detailed, outlining the scope from initial design stages through to completion and handover. The AI-extracted requirements further clarify the technical capabilities expected from the Integrated Consultant Team (ICT).

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. However, the tender documents themselves are not accessible with content summaries, and crucial evaluation criteria are missing, which affects completeness.

No document content available
Missing evaluation criteria
Fairness85/100

The tender specifies an open competition and discloses the estimated value. The requirements for the Integrated Consultant Team (ICT) are objective and based on professional roles and project stages, not tailored to specific companies. The use of etendersNI for submission is standard e-procurement practice.

Practicality65/100

The requirement for submission via etendersNI is a clear e-submission process. The contract start date and duration are specified. However, the lack of accessible tender documents with content and the absence of explicit financing information (beyond the estimated value) reduce practicality.

No document content available
Financing information not explicitly detailed beyond estimated value
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided (submission deadline, contract start) are logically sequenced.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements. It is also not indicated as EU funded, which is a missed opportunity to promote sustainable development.

Not green procurement
No social criteria

Strengths

Clear and detailed technical requirements for the consultant team.
Objective criteria for team leadership (QS, PM, Engineer, Architect).
Standard e-procurement platform (etendersNI) specified.
Well-defined project scope from RIBA Stage 2 to 6.

Concerns

Absence of explicit evaluation criteria.
Inability to access content of tender documents.
Lack of sustainability considerations (green, social, innovation).

Recommendations

1. Publish detailed evaluation criteria to enhance transparency.
2. Provide accessible content summaries or full documents for all tender materials.
3. Incorporate sustainability objectives into the tender requirements.
