Original Tender Description

Cambridgeshire County Council is planning for the upcoming procurement of its Homecare provision and we have been conducting preliminary market engagement over the last year (FATS UK2 ref: 2026/S 000-018983). Our intention is to issue a Tender Notice in the summer (anticipated early July 2026). In advance of publishing the Invitation to Tender, we are setting out further details on the planned requirements. This is intended to help interested providers prepare for the opportunity and ensure they can meet the expected requirements of the forthcoming procurement. Please note that the following requirements are indicative only and may be refined prior to the release of any formal tender documentation. Commissioning Intentions: We intend to move to a strengths-based model of homecare, focussing on enablement, on social inclusion and on supporting people to live as independently as possible. As part of this, we will be tendering the contract in 15 place-based Lots, each Lot being an area/zone of Cambridgeshire, with a small number of providers per zone. Providers will be restricted from holding more than four zones each. There will be a single service specification. Providers will be expected to meet the homecare needs of people requiring care and support, including older people and working age adults and those with dementia, physical disabilities, learning disabilities, mental health issues and autism. Potential Provider Requirements: bidders will need to demonstrate the following to meet anticipated requirements. Failure to do so will result in the bid being rejected. 1. Care Quality Commission (CQC) Rating Providers are required to hold CQC registration for Homecare rated "Good" or above to align with the proposed service delivery model. 2. Expanded CQC Registration Based on our service design and our plan for a single specification covering homecare for all client groups, we anticipate providers will require CQC registration including categories of care aligned to the proposed service delivery model, including Learning Disabilities, Mental Health and Autism 3. Local Office / Local Presence Providers are required to have an office within Cambridgeshire or Peterborough, or within 3 miles of the county boundary. 4. Relevant Experience and Capacity Experience of delivering similar services at scale, with the ability to respond to fluctuating demand and ensure continuity of care. This notice is issued for market awareness and early engagement only. It does not constitute a call for competition, a commitment to procure, or confirmation of the final requirements. Further details will be provided in the forthcoming procurement documents should the opportunity progress to tender stage.

Tender Quality Score

This is a pre-tender market engagement notice for a homecare framework, providing indicative requirements and commissioning intentions. While generally clear and well-structured, it lacks specific evaluation criteria and financial details, and the submission deadline is distant.

Score Breakdown

Legal Compliance75/100

The notice adheres to general procurement principles by specifying a CPV code and outlining a competitive flexible procedure. However, the absence of a reveal date and specific evaluation criteria, coupled with a very distant submission deadline, slightly impacts its legal compliance score. The procedure type is listed as 'Restricted (Code: )' which is incomplete.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description clearly outlines the commissioning intentions, the strengths-based model, and the division into lots. Potential provider requirements are detailed, although they are explicitly stated as indicative. The service specification and client groups are well-defined.

Completeness70/100

Key information such as the title, reference, organization, and CPV code is present. The contract duration and start date are specified. However, the estimated value is not disclosed, and no tender documents with content are available, which limits completeness.

Estimated value not disclosed
No document content available
Fairness85/100

The requirements, such as CQC rating and local presence, are objective and generally applicable to a broad range of providers. The restriction on holding a maximum of four zones is a common practice to ensure wider participation. The notice is for market awareness, implying a fair approach to early engagement.

Practicality65/100

The notice indicates a future tender but does not provide details on e-submission methods or a direct URL for documents at this stage. Financing information is not disclosed. The contract start date is provided, but the lack of immediate access to full documentation and submission details limits practicality.

No e-submission details provided
No document URL provided
Data Consistency90/100

Key fields like title, reference, organization, CPV, and dates are populated logically. There are no reported disputes or suspensions. The timeline appears consistent, with a contract start date well after the submission deadline.

Sustainability50/100

The notice does not explicitly mention any green procurement, social aspects, or innovation focus. While the strengths-based model implies a focus on social inclusion, this is not detailed as a formal sustainability criterion.

No explicit green procurement mentioned
No explicit social criteria mentioned

Strengths

Clear commissioning intentions and service model
Well-defined potential provider requirements
Structured market engagement notice

Concerns
