Original Tender Description

Tender to provide vulnerable customer support programme (2026-2028). SSEN would like to invite proposals from trusted parties who are experts in their field to create a programme which delivers lasting outcomes through joined-up services that benefit customers who are in fuel poverty. As SSEN approach the remaining 2 years of the ED2 price control our commitment remains that we deliver services, invest in networks and support customers and communities. Our ED2 business plan includes; Promotion of Priority Services across both our licence areas; Provide support and advice to customers in Fuel Poverty to help them to lower the amount they are spending on energy using Energy Efficiency measures; Support customers to access Low Carbon Technologies via grants and support them through this process by collaborating with local authorities, contractors and other agencies who carry out these works; Providing 5,000 Energy Efficiency Packs to customers in vulnerable circumstances, including fuel poverty. Aim: To create a programme which delivers lasting outcomes through joined up services that benefit customers who are in fuel poverty. Scope: The programme should include the promotion and registration of Priority Services, provide support and advice on fuel poverty, energy efficiency measures and support customers to access Low Carbon Technologies. 5000 Energy Efficiency packs should also be distributed to customers in vulnerable circumstances. This programme should cover both our North (north Scotland, including Highlands and Islands) and South (south central England) Licence areas.

Tender Quality Score

This tender for vulnerable customer support is generally well-structured with clear objectives and scope, but lacks specific evaluation criteria and details on document access, impacting overall quality.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements, including a clear CPV code and a defined procedure for below-threshold open competition. However, the absence of a specified reveal date for documents and the lack of explicit evaluation criteria are notable omissions that could affect legal defensibility and transparency.

Missing reveal date for documents
No evaluation criteria specified
Clarity80/100

The description of the required services is clear and detailed, outlining the aims and scope of the vulnerable customer support programme. The AI-extracted requirements further break down the technical capabilities needed. However, the lack of specified evaluation criteria means bidders cannot fully understand how their proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. The CPV code is provided. However, the crucial aspect of available tender documents is lacking content, and the absence of a reveal date for these documents hinders completeness.

No document content available
Missing reveal date for documents
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed. The requirements for 'trusted parties' and 'experts in their field' are subjective but common in service tenders. The primary concern is the lack of specified evaluation criteria, which could lead to perceived bias in the selection process.

No evaluation criteria specified
Practicality65/100

The tender specifies an estimated value, contract duration, and start date, which are practical considerations. However, the absence of information regarding e-submission, a direct document URL, and specific financing details limits the practicality for potential bidders. The deadline, while not explicitly flagged as too short by the rules, is a common practical concern.

No e-submission specified
No document URL provided
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, contract duration, and start date are populated logically. There are no reported disputes or suspensions. The dates provided are consistent and do not indicate any immediate logical conflicts.

Sustainability50/100

The tender focuses on vulnerable customer support and energy efficiency, which have inherent social benefits. However, there is no explicit mention of green procurement, innovation, or specific social criteria beyond the core service offering. The tender is not indicated as EU funded.
