Tender Quality Score

This tender for M&E Services and Construction Works is generally well-structured but lacks specific technical and financial requirements, and crucial evaluation criteria are missing. The CPV code appears mismatched with the stated service.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements for an open procedure, with a specified CPV code, organization, and clear procedure type. However, the CPV code 'Construction work (45000000)' seems incongruent with 'M&E Services', suggesting a potential misclassification. Deadlines are provided but the fairness of the submission deadline is debatable.

CPV code potentially mismatched with service description.
Clarity80/100

The description of services is broad, emphasizing 'good industry practice' and 'high standard of service' without detailing specific technical capabilities or performance indicators. This vagueness necessitates further clarification from bidders.

Lack of specific technical capability requirements.
Absence of detailed performance indicators for 'high standard of service'.
Completeness70/100

Essential information such as estimated value, contract duration, and contract start date are provided. However, the absence of detailed technical, financial, and submission requirements leaves significant gaps for potential bidders.

Missing specific technical capability requirements.
Missing specific financial requirements.
Fairness85/100

The open procedure and clear disclosure of estimated value contribute to fairness. The framework is divided into lots, allowing broad participation. However, the absence of specified evaluation criteria means bidders cannot objectively assess how their submissions will be judged.

No evaluation criteria specified.
Practicality65/100

While key dates and duration are specified, the tender does not indicate an e-submission process, which is a common and expected feature in modern procurement. Financing information is not detailed, and the contract start date appears reasonable.

No indication of e-submission process.
Financing information not detailed.
Data Consistency90/100

The core data fields such as title, reference, organization, value, and dates are consistently populated. There are no reported disputes or suspensions, and the dates appear logically sequenced, although the submission deadline's proximity to the contract start date is noted.

Sustainability50/100

The tender does not explicitly mention any green procurement, social responsibility, or innovation aspects, which are becoming increasingly important in public tenders.

No mention of green procurement requirements.
No mention of social aspects.

Strengths

Clear title, reference number, and organization.
Estimated value and contract duration specified.
Framework structure with lots allows broad participation.

Concerns

Missing crucial evaluation criteria.
Vague technical and financial requirements.
Potential mismatch between CPV code and service description.

Recommendations

1. Specify clear evaluation criteria and weighting.
2. Detail technical and financial requirements for each lot.
3. Verify and correct the CPV code if it is indeed mismatched.
