Original Tender Description

LLDC would greatly appreciate your feedback in the form of a response to the questionnaire. All responses will be treated confidentially. This exercise does not form part of any formal procurement process. All responses will be carefully considered but will not bind LLDC to any particular approach to the procurement, nor will responses be treated as conveying any promise or commitment on the part of the respondent. For your feedback to be taken into account, your completed MSQ must be received by Friday 10 April 2026. Please use the: https://forms.office.com/e/3yJKDfPeiZ LLDC will manage the early market engagement process in an open and transparent manner to maximise the possible benefits. Direct or indirect canvassing of any LLDC employee or agent concerning this requirement, or any attempt to procure information from any LLDC employee or agent concerning this PMEN outside of the formal process described in this document may result in disqualification from consideration for any future procurement activity. This PMEN is issued solely for the purpose of conducting a market engagement exercise and does not constitute any commitment by LLDC to undertake any public procurement exercise in the future. LLDC will not enter into a contract based solely on the responses to this PMEN and no information contained in this document or in any communication made between LLDC and any interested party in connection with this shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered.

Tender Quality Score

This is a Preliminary Market Engagement Notice (PMEN) for footfall collection services. While it provides basic information and a clear purpose for market feedback, it lacks formal procurement details and specific requirements, making it more of an information-gathering exercise than a tender.

Score Breakdown

Legal Compliance75/100

The notice is for preliminary market engagement and explicitly states it is not a formal procurement process. Therefore, many legal compliance aspects expected in a tender (like formal CPV, clear procedure, regulatory compliance for a contract) are not applicable or present. The deadline for feedback is clear, but the overall legal framework for a future procurement is absent.

Clarity80/100

The purpose of the notice is clearly stated: to gather market feedback for footfall collection. The description of the process, confidentiality, and the nature of the exercise (not binding) is well-articulated. The submission method via a questionnaire link is also clear.

Completeness70/100

Key information such as the organization, estimated value, contract duration, and a submission deadline for feedback is present. However, as this is a PMEN, it does not contain all the detailed documentation expected in a full tender, such as specific technical, financial, or eligibility requirements.

No formal procurement documents attached.
Fairness85/100

The process is described as open and transparent. The use of a public online form for feedback promotes accessibility. There are no indications of requirements tailored to specific companies. The disclosure of the estimated value and the clear process for feedback contribute to fairness.

Practicality65/100

The submission is practical via an online form with a clear URL. The contract duration and start date are specified, though the start date is very close to the feedback deadline, which is unusual for a PMEN. Financing information is not detailed, as expected for a market engagement notice.

Contract start date is very close to the feedback deadline.
Data Consistency90/100

Key fields like title, reference, organization, estimated value, and deadlines are populated. The dates provided are logical within the context of a market engagement notice. There are no indications of disputes or suspensions.

Sustainability50/100

There is no mention of green procurement, social aspects, innovation, or EU funding within this preliminary market engagement notice. This is typical for an initial information-gathering phase, but it means these aspects are not currently being considered or communicated.

No explicit mention of green procurement, social aspects, or innovation.

Strengths

Clear purpose and scope of market engagement
Accessible feedback mechanism (online form)
Transparency in process and confidentiality of responses
Basic tender information (value, duration) provided

Concerns

Not a formal tender, lacks detailed procurement requirements
No information on evaluation criteria for future procurement
Absence of sustainability or innovation considerations at this stage

Recommendations

1. Clearly outline the next steps and timeline for the formal procurement process after market engagement.
2. Consider incorporating sustainability and innovation criteria into the future procurement strategy based on market feedback.
