Original Tender Description

Working with Directors of Adult Social Services (DASS) and their teams to improve their effective use of their data and insight to support their operational management and performance oversight, embedding the use and role of data and insight to underpin effective delivery of legal duties. The core aims of this work are to • provide practical and purposeful support to up to four councils who are looking to strengthen how they use their data and insight to monitor, understand, and improve performance across their adult social care services. • work with DASS’s and their management teams to understand how they can embed the effective use of their data and insight to underpin their delivery of legal duties. • To draw on the learning from this support to provide insight to inform future support offers and related resources. • Overall, to promote and spark professional curiosity in DASSs and their management teams to enhance their use of local data and insight. Objectives: To work with DASS’s and their management teams to: - Identify areas for improvement in their use of their data and insight that will enable better evidence-based decision-making to achieve better outcomes for people who draw on care and support, and enable more efficient use of resources. - Provide practical and purposeful support that DASSs are able to act on, drawing where possible on current-state learning from councils who do this well. - To support the DASSs and their management team to develop and start to implement an action plan that enables a culture change in how they use their local data and strengthens their capacity and capability to make effective and timely use of their data and insight to support operational management and performance oversight. - Capture the learning from this work to underpin the development of further support and resources to progress councils’ overall data maturity and practical use of data in adult social care. The scope to extend the learning to other councils is recognised as integral to this work. Project Requirements: • To provide practical and purposeful support to up to five councils (who have been assessed as Requires Improvement by CQC) who are looking to strengthen how they use data and insight to monitor, understand, and improve performance across their adult social care services. • To plan and deliver the work in such a way that it can begin to enable a culture change, where the use of data and insight is routinely seen and used as a foundation to improvement. • To enable a learning opportunity between the councils as appropriate, drawing on practical experience and support of councils who are doing this well. • To report on common themes found across the councils to enable further, wider learning Areas of focus: The Provider will be expected to work alongside each council to identify opportunities to strengthen and embed the use of data and insight across their Adult Social Care services to drive improvement and assurance.
