Original Tender Description

NHS North East London Integrated Care Board (the Authority) invites Healthcare providers to submit Expressions of Interest (EOI) and completed Invitation to Tender (ITT) submissions from all suitable providers for the delivery of Healthcare services for the following five sites: Barking Havering, Victoria & Five Elms, Loxford, Lucas Avenue, Rainham. A key emphasis is placed on Neighbourhood Integration, working collaboratively within the wider Primary Care Network, alongside community and acute care services, third sector organisations, and other professional groups, to improve health outcomes for the registered patient population. Providers will be expected to deliver accessible, patient-centred primary care whilst actively engaging with integrated care initiatives and local health improvement priorities. This notice is published in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023. The award of this contract is subject to those Regulations. For the avoidance of doubt, the Public Contracts Regulations 2015 do not apply to this procurement. The Procurement is being managed by the NHS London Commercial Hub (NHS LCH) hosted by NEL ICB, on behalf of the Authority, in connection with a competitive Invitation to Tender (ITT) exercise that is being conducted via a competitive process under the Health Care Services (Provider Selection Regime) Regulations 2023.

Tender Quality Score

This tender is generally well-structured with clear objectives and requirements, but lacks specific evaluation criteria and detailed financial information, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender correctly identifies the applicable regulations (Health Care Services (Provider Selection Regime) Regulations 2023) and excludes the Public Contracts Regulations 2015, indicating a good understanding of the legal framework for healthcare procurement. The procedure is stated as 'Open procedure'. However, the absence of explicit mention of dispute resolution mechanisms or a clear procedure for handling disputes could be a minor concern.

Clarity80/100

The description of services, required collaboration, and emphasis on patient-centred care is clear. The AI-extracted requirements are well-defined, outlining eligibility, technical capabilities, and submission needs. The main clarity issue is the missing evaluation criteria, which leaves potential bidders uncertain about how their submissions will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, description, and deadline. However, the estimated value is a nominal 1 EUR, which is unusual and lacks transparency. Crucially, there is no information on contract duration or detailed financial requirements beyond this nominal value. The lack of accessible document content also hinders completeness.

Nominal estimated value (1 EUR)
Missing contract duration
Fairness85/100

The tender is open to all suitable providers and utilizes an e-procurement characteristic, which promotes fairness. The requirements are generally objective and focused on service delivery capabilities. The exclusion of Public Contracts Regulations 2015 might be a point of scrutiny depending on the specific context of the PSR, but the process itself appears competitive.

Practicality65/100

The tender specifies e-procurement, which is positive. However, the lack of a direct URL for document access and the absence of a specified contract start date reduce practicality. The nominal financial value and missing duration also make it difficult for providers to realistically assess the scope and commitment required.

No document URL provided
Missing contract start date
Data Consistency90/100

Key fields such as title, reference, organization, CPV, and deadline are populated. The dates are logical, and there are no reported suspensions or disputes. The AI-extracted requirements align well with the tender description.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the tender description or AI-extracted requirements. This indicates a lack of focus on sustainability criteria.

No green procurement mentioned
No social aspects mentioned
