Tender Quality Score

This is a clear and well-structured Preliminary Market Engagement notice for a British Embassy fit-out in Costa Rica, but it suffers from missing formal definitions and a complete lack of sustainability considerations.

Score Breakdown

Legal Compliance75/100

The PME notice adheres to basic legal requirements for market engagement, with a correct CPV code and reasonable deadlines. However, the 'Type' and 'Procedure' fields are undefined, and the NUTS code (UKI32) is inconsistent with the project's location in Costa Rica, indicating a formal oversight.

Missing definition for 'Type' and 'Procedure'
Inconsistent NUTS code (UKI32) for project location
Clarity80/100

The project description and high-level scope of works are very clear and unambiguous. AI-extracted requirements accurately reflect the provided text. The absence of detailed evaluation criteria and performance conditions is expected for a Preliminary Market Engagement notice.

Evaluation criteria not specified (expected for PME)
Completeness65/100

Basic information such as title, organization, reference, value, duration, and location are provided. However, critical fields like 'Type', 'Procedure', and 'Liable Person' are missing. The NUTS code inconsistency also detracts from overall completeness.

Missing 'Type' and 'Procedure' definitions
Missing 'Liable Person'
Fairness85/100

The estimated value is disclosed, and the requirements for UK standards and Security Clearance (SC) for the Project Manager are specific but appear justified given the nature of a British Embassy project. The PME questionnaire is accessible via an online form, promoting equal access. There is no indication of requirements being tailored to a specific company.

Practicality65/100

Electronic submission for the PME questionnaire is supported via a provided URL. The contract start date and duration are clearly specified. However, detailed financing information beyond the estimated value is not available, which is common for PME but a potential future gap.

Detailed financing information not available
Data Consistency55/100

Dates are logical and consistent. However, several key fields ('Type', 'Procedure', 'Liable Person') are unpopulated. The most significant inconsistency is the NUTS code (UKI32 - Inner London – West) being assigned to a project located in San Jose, Costa Rica.

Missing 'Type', 'Procedure', and 'Liable Person' fields
NUTS code (UKI32) inconsistent with project location (Costa Rica)
Sustainability20/100

The tender notice makes no mention of any green procurement, social aspects, or innovation focus. This indicates a complete absence of sustainability considerations in this preliminary stage.

No green procurement criteria
No social aspects mentioned

Strengths

Clear project description and scope of works
Estimated value, duration, and contract start date are specified
Preliminary Market Engagement (PME) is being conducted, a good practice
Requirements for PME are clearly stated and accessible via an online form
Specific requirements (UK standards, SC clearance) are justified by project nature

Concerns

Missing formal definitions for 'Type' and 'Procedure' of the procurement
Inconsistent NUTS code (UKI32) for a project located in Costa Rica
Complete lack of any sustainability (green, social, innovation) considerations
Missing 'Liable Person' information
No explicit financial requirements or detailed evaluation criteria for the future tender

Recommendations

1. Clearly define the procurement 'Type' and 'Procedure' even for PME notices, or explicitly state it as a PME.
2. Correct or remove the NUTS code if it does not accurately reflect the project's geographical location.
3. Integrate sustainability criteria (environmental, social, innovation) into the future tender documents.
