Tender Quality Score

This tender for curtains, blinds, flooring, and entrance matting is generally well-structured, with clear basic information and a reasonable estimated value. However, it lacks specific technical and financial requirements, and evaluation criteria are not detailed, impacting completeness and fairness.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure, which is standard. The CPV code is provided, and the organization is clearly identified. There is no indication of disputes. The deadline, while potentially tight, is a common issue in tenders and not a severe legal non-compliance in itself without further context on typical lead times for such procurements. The absence of a reveal date is a minor procedural oversight.

Missing reveal date
Clarity80/100

The description provides good context about Hampshire County Council and its purchasing unit, County Supplies. The scope of the framework is clearly stated, including the addition of flooring and matting to a previous framework. However, the lack of specific technical and financial requirements makes it difficult for bidders to fully understand the detailed expectations.

No specific technical capability requirements detailed
No specific financial requirements detailed
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and contract start date. However, crucial details regarding technical capabilities and financial standing are missing, which are essential for a comprehensive bid. The AI-extracted requirements section highlights these gaps.

No specific technical capability requirements detailed
No specific financial requirements detailed
Fairness85/100

The tender is an open procedure, promoting broad participation. The estimated value is disclosed, and the process is e-procurement (implied by the structure, though not explicitly stated as mandatory). The main concern is the lack of specified objective criteria for evaluation, which could lead to subjective decision-making. There are no requirements tailored to specific companies, which is positive.

Missing evaluation criteria
Practicality65/100

The tender specifies a submission deadline and contract duration. While the contract start date is provided, the lack of explicit mention of e-submission and the absence of financing information (beyond the estimated value) reduce its practicality. The requirement to liaise directly with the authority after award is a standard operational detail.

No e-submission mentioned
Financing information not explicitly detailed
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no indications of suspension or disputes. The dates provided (submission deadline, contract start, duration) are logically consistent for a framework agreement.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements. It is also not indicated as EU funded. This suggests a lack of focus on sustainability criteria.

Not green procurement
No social criteria

Strengths

Concerns
