Original Tender Description

The contract is for the removal and replacement of an existing carriageway/footway expansion joint and 36 no existing bridge bearings at the A2041 Harrow Manorway Abbey Wood Flyover. 20 no bearings for Span 4/5 have been designed by the Client's consultant. The Contractor is required to design the remaining 16 no bearings for Spans 1 to 4. Extensive concrete repair works are required in conjunction with the installation of the new bearings. Extensive temporary works will be required to allow the removal and replacement of the bearings. A typical temporary works solution for the Span 4/5 works has been designed by the Client's consultant and approved by the Technical Approval Authority. The Contractor is required to design and gain approval for the permanent and temporary works required for the Spans 1 to 4 works.. Access to allow the carrying out of the works requires significant traffic management. Street works permits will be required on the A2041 Harrow Manorway and Felixstowe Road to allow the carrying out of the works. The permits will need to allow for short term full closures of the A2041 during jacking and de-jacking of the structure before and after replacement of the bearings and half width closures to allow replacement of the expansion joint. On Felixstowe Road it is anticipated that some carriageway incursion will be required and temporary traffic signals may be required at times to facilitate the undertaking of the concrete repairs and installation of the new bearings. Any necessary street works permits and traffic orders will be applied for by the Client in liaison with the successful tenderer.

Tender Quality Score

This tender for bridge bearing and expansion joint replacement is generally well-structured, with clear technical requirements and a disclosed budget. However, it lacks explicit evaluation criteria and details on sustainability, and the submission process is not fully specified.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement principles, including a clear CPV code and a defined procedure. Deadlines are provided, though their reasonableness for a project of this complexity could be debated. No disputes are indicated. The 'Below threshold - open competition' procedure suggests adherence to relevant regulations for its value.

Clarity80/100

The description of works is detailed, outlining specific tasks like bearing and expansion joint replacement, concrete repairs, and temporary works. The requirements for design and approval of permanent and temporary works are clearly stated. The need for traffic management is also well-described.

Completeness70/100

Most basic information is present, including title, reference, organization, description, estimated value, and contract duration/start date. However, the tender documents themselves are not available for review, which significantly impacts the assessment of completeness regarding detailed requirements and specifications. The absence of explicit evaluation criteria is a notable omission.

No document content available
Missing evaluation criteria
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed, and the criteria for technical capability are outlined. The requirement for bidders to be capable of providing services in multiple languages (English, Estonian, Latvian, Polish, Lithuanian) is unusual and could be seen as potentially tailored if not genuinely required for the project's execution or stakeholder engagement. Without access to full documents, it's hard to assess if all criteria are objective.

Eligibility requirements for multiple languages may be overly specific if not justified by project needs.
Practicality65/100

The tender specifies a contract start date and duration. However, the lack of information regarding e-submission is a significant drawback, suggesting a potentially less modern or efficient submission process. Financing information is not detailed.

No e-submission specified
Financing information not detailed
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. The dates provided (contract start and submission deadline) are logically ordered. No suspensions or disputes are indicated, contributing to good data consistency.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding within the provided tender information. This suggests a lack of focus on these important sustainability considerations.

No green procurement mentioned
No social criteria mentioned

Strengths

Disclosed estimated contract value
