Tender Quality Score

This tender for a playground upgrade is generally well-structured with clear basic information and an open competition procedure. However, it lacks specific evaluation criteria and details on sustainability, and relies heavily on external documentation.

Score Breakdown

Legal Compliance75/100

The tender follows a standard open competition procedure below the threshold. CPV code is provided, and there are no immediate indications of disputes. Deadlines are present, though the submission deadline might be considered tight given the reliance on external portals and documentation. Regulatory compliance is assumed but not explicitly detailed.

Clarity80/100

The description is concise, and the core requirement is to read the ITT documentation for full details. While this points to comprehensive information being available elsewhere, it reduces clarity within the notice itself. Key criteria are not specified here, necessitating access to external documents.

Evaluation criteria not specified in the notice.
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and deadlines. However, the crucial Invitation to Tender (ITT) documentation content is not summarized or attached directly, requiring external access. The duration is stated as 8 weeks in the description, but the contract duration is listed as 3 months, creating a minor inconsistency.

ITT documentation content not provided or summarized.
Discrepancy between contract duration (3 months) and description duration (8 weeks).
Fairness85/100

The tender is an open competition, promoting broad access. Registration on the Kent Business Portal is a prerequisite, which is standard for e-procurement. The estimated value is disclosed. There are no apparent requirements tailored to specific companies, suggesting a fair process. Access to full documentation is contingent on registration and expressing interest.

Practicality65/100

The tender mandates e-submission via the Kent Business Portal, which is a practical approach. However, the reliance on multiple external portals (Kent Business Portal and Delta eSourcing) for registration, interest expression, document access, and submission can be cumbersome. The contract start date is provided, but financing information is absent.

Reliance on multiple external portals for the procurement process.
Financing information not provided.
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. There are no reported disputes or suspensions. The dates provided are logical, although there is a minor inconsistency between the contract duration stated in the description (8 weeks) and the listed contract duration (3 months).

Minor inconsistency in contract duration (description vs. listed).
Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the tender notice. It is not indicated as EU funded. This suggests a lack of focus on these important sustainability considerations.

No mention of green procurement.
No mention of social aspects.

Strengths

Open competition procedure.
Clear basic information and estimated value.
Mandatory e-submission via a business portal.

Concerns

Lack of specific evaluation criteria in the notice.
Reliance on external portals for full documentation access and submission.
Absence of sustainability considerations (green, social, innovation).

Recommendations

1. Include a summary of evaluation criteria within the tender notice.
2. Consider integrating sustainability requirements into the tender documentation.
3. Clarify the contract duration to avoid ambiguity.
