Original Tender Description

Tai Tarian is seeking to appoint a single Supplier to provide annual servicing, testing and maintenance of Fire Sprinkler Systems to ensure ongoing reliability and performance of the sprinkler system. The scope of this Contract includes tasks such as checking for leaks, inspecting sprinkler heads, testing alarm systems, and conducting periodic flow tests to verify water flow and pressure, to be carried out in accordance with the Specification (Appendix 1) for the Supplier’s submitted rates set out in the Price Framework (Appendix 2). In addition to this, the Supplier may be required to carry out remedial works that are within the scope of the Contract but are not specifically provided for within the Price Framework. The quantities and sites provided in the Price Framework are based on Tai Tarian’s current new build and independent living accommodation stock. The Supplier may be required to take on additional site types throughout the duration of the Contract as and when new developments are built.

Tender Quality Score

This tender for fire sprinkler system maintenance is generally well-structured with clear requirements and a reasonable estimated value. However, it lacks explicit evaluation criteria and details on sustainability, and the submission process could be more streamlined.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements, including a clear CPV code and a defined procedure for open competition below the threshold. Deadlines are provided, though the submission deadline might be considered tight by some. No disputes are noted. The procedure is described as 'Below threshold - open competition', which is a standard classification.

Clarity80/100

The description of services required is clear, detailing specific tasks like leak checks, head inspections, and flow tests. The reliance on Appendices 1 (Specification) and 2 (Price Framework) for detailed requirements is standard. However, the absence of explicit evaluation criteria leaves a gap in understanding how submissions will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. The CPV code and NUTS code are provided. However, the lack of accessible document content for the appendices (Specification and Price Framework) significantly impacts completeness, as these are crucial for understanding the full scope and financial aspects.

No document content available for appendices
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed, and the criteria for selection are implied to be based on the provided specification and price framework. There are no obvious requirements tailored to specific companies. The process is described as 'open competition', suggesting a broad invitation to bid.

Practicality65/100

The tender specifies a contract start date and duration. However, the 'Issues' section notes 'No e-submission', which suggests a less practical submission method. The availability of document URLs is not explicitly confirmed, and financing information is not detailed. The reliance on appendices without direct access also reduces practicality.

No e-submission indicated
Document URLs not explicitly confirmed
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported suspensions or disputes. The dates provided (submission deadline, contract start) are logically sequenced. The CPV and NUTS codes are present and relevant.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria within this procurement process.

No explicit green procurement mentioned
No explicit social criteria mentioned

Strengths

Clear description of services required
Open competition procedure
Disclosed estimated value and contract duration
Relevant CPV and NUTS codes provided

Concerns

Missing explicit evaluation criteria
No accessible content for crucial appendices (Specification, Price Framework)
Potential for non-e-submission, impacting practicality
Lack of stated sustainability or innovation focus

Recommendations

1. Provide explicit evaluation criteria to guide bidders.
2. Make Appendices 1 and 2 accessible or provide summaries of their content.
3. Clarify the submission method and confirm e-submission capabilities.
