Original Tender Description

Warringon Borough Council are looking to appoint strategic partners to act as Alliance Lead, and to take other partnership roles, coordinating a multi-agency approach to deliver the Crisis and Resilience Fund (CRF) across Warrington. We anticipate strong VCFSE involvement in the alliance model. The lead organisation may come from the VCFSE sector or other suitably qualified organisations able to demonstrate strong partnerships and a community focused delivery model. The Alliance Lead will work with the other partner organisations to deliver on a collaborative framework between Warrington Borough Council and other service delivery organisations within the community, to deliver targeted support. The aim is to strengthen community resilience and ensure equitable access to support vulnerable residents with their wellbeing and financial resilience. Access is underpinned by a referral pathway tool, alongside self‑referral, signposting, and organisational referrals, to ensure smooth navigation and timely support. Focus will be: Prevention, Early Help and Trusted Conversations Guided Support for residents in crisis Intensive Casework It is not yet known whether the various aspects will be offered as separate tender opportunities or as separate Lots (TBC) within an overarching tender. The funding available is currently for a 3 year delivery programme from April 2026 to March 2029. We aim to go to tender in May / June 2026.
