Tender Quality Score

This tender for Intensive Housing Advice and Support Service is generally well-structured with clear objectives and requirements. However, it lacks specific evaluation criteria and details on document access, impacting overall transparency and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by specifying a clear procedure and CPV code. Deadlines appear reasonable given the scope. The absence of specified evaluation criteria is a minor concern for procedural clarity but doesn't inherently violate core legal compliance.

Clarity80/100

The service description is clear and well-defined, outlining the objectives and target audience. Requirements are detailed, covering technical, financial, and eligibility aspects. The main clarity issue is the lack of specified evaluation criteria, leaving bidders uncertain about how their submissions will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including value, duration, and start date. However, the lack of accessible tender documents with content is a significant gap, preventing a thorough assessment of completeness. The AI-extracted requirements are comprehensive, but their source is not directly verifiable without document access.

No document content available
Fairness85/100

The tender appears fair with an open procedure and disclosed value. The requirements are objective and not tailored to specific companies. The requirement for bids in multiple languages (English, Estonian, Latvian, Polish, Lithuanian) promotes broader participation. However, the lack of explicit information on how documents can be accessed and reviewed by all potential bidders is a concern.

No document content available
Practicality65/100

The tender specifies a contract start date and duration. However, the absence of information regarding e-submission and the lack of accessible document URLs significantly hinder practicality for potential bidders. Financing information is not explicitly detailed.

No e-submission
No document URL
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. The dates provided (submission deadline, contract start) are logically sequenced. There are no reported disputes or suspensions, indicating good data consistency.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, innovation, or EU funding, which are common elements in modern tenders. This suggests a lack of focus on these areas.
