Original Tender Description

WRAP is developing a structured digital data taxonomy to harmonise the collection and reporting of food waste data across its global Food Programme and Food Pact Network. The taxonomy will provide a consistent framework for classifying food waste data (e.g. product categories, supply chain stages, waste destinations, and interventions), improving comparability across countries and increasing efficiency in data reporting and analysis. WRAP requires the services of an external data specialist to support the technical design of the taxonomy, including the development of structured classifications, coding systems, and a machine-readable schema. The consultant will work with WRAP subject matter experts to translate programme requirements into a practical and usable taxonomy aligned with WRAP’s existing data capture processes.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements by providing a CPV code and a clear procedure for an open competition below the threshold. Deadlines are present, though the submission deadline might be considered tight by some. The absence of explicit evaluation criteria is a minor concern for legal compliance.

Clarity80/100

The description of the required services is clear and detailed, outlining the objectives and scope of work for developing a digital FLW data taxonomy. Technical requirements are well-defined, making it understandable for potential bidders.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, the lack of detailed eligibility requirements and explicit evaluation criteria means some crucial information for bidders is missing.

Missing evaluation criteria
No specific eligibility requirements detailed
Fairness85/100

The tender is an open competition, and the value is disclosed, promoting fairness. The use of an e-procurement portal for information and response is standard. Requirements are focused on technical capability rather than specific company attributes, indicating a good level of fairness.

Practicality65/100

The tender directs bidders to an e-sourcing portal for information and response, which is practical. However, the absence of a direct document URL for the full tender pack and the lack of explicit financing information could be improved.

No direct document URL for full tender pack
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported disputes or suspensions, indicating good data consistency.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, innovation, or EU funding, which are common elements in modern tenders. This limits its score in this category.
