Original Tender Description

Security Systems Maintenance (2026) The London School of Hygiene & Tropical Medicine School (LSHTM), based at Keppel Street, London, WC1E 7HT, has the following requirement for the provision of Security Systems maintenance (Access Control, CCTV, Intercom and Intruder Detection Systems) across its two main sites in central London. We will be looking to appoint one supplier for a maximum of seven years, commencing August, to cover the maintenance of our security systems. This requirement will not be split into separate lots as we are looking for one supplier to provide the full provision of services. There is currently no intention to replace the existing security systems used at LSHTM. To ensure consistency, accountability, and streamlined issue resolution, a single Supplier will be responsible for the following systems: • Access Control (CEM AC2000) • CCTV (ExacqVision) • Intercom (Zenitel / Stentofon) • Intrusion Detection Systems (Galaxy Gold) This notice is intended to alert potential Suppliers about this opportunity and for them to provide feedback regarding their ability to support LSHTM with the Service requirements set out above. Interest should only be made from potential Suppliers who believe that they can fulfil the service requirements; the experience we require; and the intended contract start date. The purpose of this PMEN is for LSHTM to understand the appetite from potential suppliers and to inform us of the final details of the Service requirements and expectations that we include in the formal tender documentation. Further information found in PMEN document attached to opportunity on the portal.

Tender Quality Score

This is a pre-tender notice (PME) for security systems maintenance, providing a clear overview of requirements and estimated value. While generally well-structured, it lacks specific evaluation criteria and details on submission procedures beyond expressing interest.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by providing a reference number, organization details, CPV code, and estimated value. The timeline for submission is provided, though its reasonableness is not fully assessable without knowing the full scope of the formal tender. The procedure type is not specified, which is a minor omission for a planning stage notice.

Clarity80/100

The description clearly outlines the scope of services, the specific systems to be maintained (CEM AC2000, ExacqVision, Zenitel/Stentofon, Galaxy Gold), and the contract duration. The purpose of the PME is also well-articulated. However, the absence of explicit evaluation criteria in this notice means potential bidders cannot fully understand how their submissions will be assessed.

No evaluation criteria specified
Completeness70/100

Key information such as the title, reference, organization, estimated value, contract duration, and start date are present. The CPV code is provided. However, the lack of content in the attached tender documents and the absence of specific submission requirements beyond expressing interest limit the completeness of this pre-tender notice.

No document content available
Fairness85/100

The tender is fair in that it discloses the estimated value and provides access to a PMEN document for further information. The requirements are objective, focusing on technical capabilities and experience with specific systems. The notice is open to all potential suppliers who believe they can meet the stated requirements, without appearing to favour specific companies.

Practicality65/100

The notice indicates a submission deadline and contract start date. However, it does not specify an e-submission portal or provide a direct URL for the PMEN document, which could hinder practical access. Financing information is not detailed, and while the contract duration is clear, the lack of a specified contract start date in the AI-extracted requirements is an oversight.

No e-submission specified
Document URL not directly provided
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and contract duration are populated logically. The dates provided (submission deadline and contract start) are consistent with a planning phase. There are no reported disputes or suspensions, indicating good data consistency.

Sustainability50/100

The tender notice does not mention any specific green procurement, social aspects, or innovation requirements. It is also not indicated as EU funded. This suggests a lack of focus on sustainability criteria in this initial stage.

Not green procurement
No social criteria

Strengths

Clear description of services and specific systems
Estimated value and contract duration clearly stated
Objective technical requirements
Planning stage notice for early market engagement

Concerns

Lack of explicit evaluation criteria
No information on e-submission process
No details on sustainability or social aspects
Limited content in attached documents

Recommendations

1. Specify evaluation criteria in the formal tender documentation.
2. Clarify the e-submission process and provide direct links to all relevant documents.
3. Consider incorporating sustainability and social value elements into the formal tender requirements.
