Original Tender Description

Link is seeking to enter into a four-year Framework Agreement with a maximum of five suitably qualified CDM Advisors for the provision of CDM Advisor services. Link works in partnership with a number of subsidiary companies who will also be entitled to purchase services from the Framework Agreement. The subsidiaries of the Link Group Ltd currently include C~urb 6 Ltd, Link Living, Horizon Housing Association Ltd, Larkfield Housing Association Ltd and West Highland Housing Association Ltd. Although it is possible that other organisations may join the Group, becoming subsidiary companies, during the term of the Framework Agreement, and may also wish to "call off" from the Framework. Link also works in partnership with several external organisations, refer to Section 1.1 of the Contract Notice for further details, who will also be entitled to purchase services from the Framework Agreement. In addition, it is intended that any Registered Social Landlord registered and operating in Scotland will be entitled to purchase services from the framework, subject to Link's prior agreement. There is no guarantee of any work. It is however, more than likely that individual commissions will be "called off" either by direct selection or by mini tendering, within the terms of the Framework Agreement, to identify the most economically advantageous tender. The Framework Agreement will mainly cover the provision of CDM Advisor services for new build housing, however individual projects may also include rehabilitation of existing properties, extensions, office and commercial property and adaptations, and planned maintenance projects. The projects will range in size, tenure and type from mainstream housing to a variety of special needs projects. The tenure type will cover all affordable tenures, private rented and market sale. Applicants should have experience of projects within the social housing sector for projects between 5 and 500 units including flats, houses and retirement living projects with a mix of tenures. The location of projects will vary but in the main will be located in the Central Belt of Scotland, Argyll & Bute and Highland, however individual projects may be located in any part of Scotland. The total number of units in each of the geographical areas may vary and specific numbers cannot be guaranteed in any area or in total. Although individual projects cannot be guaranteed, Link will expect the successful CDM Advisors to deliver a high quality and value for money service, providing support throughout each stage of a project, assisting Link to discharge their Client duties under the CDM Regulations. In particular, the CDM Advisor service may include providing advice and assistance to Link.

Tender Quality Score

This tender for CDM Advisor services is generally well-structured, with clear technical requirements and a reasonable estimated value. However, it lacks specific evaluation criteria and details on the submission process, impacting its overall completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to general regulatory compliance by specifying a CPV code and using a restricted procedure. The estimated value and duration are provided. The submission deadline, while not flagged as too short by the rules, is a point to consider in practice. No disputes are noted. The lack of explicit mention of mandatory exclusion grounds is a minor omission.

Clarity80/100

The description of services required is detailed, outlining the scope of work, types of projects, and experience needed. The eligibility and technical capability requirements are clearly listed. However, the absence of specified evaluation criteria leaves some ambiguity on how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including title, organization, estimated value, and deadline. The duration of the framework agreement is specified. However, the lack of content for attached documents and the absence of specific submission requirements reduce its completeness.

No document content available
Fairness85/100

The tender appears fair, with a disclosed estimated value and objective technical requirements. The inclusion of multiple subsidiary companies and external organizations as potential users of the framework suggests a broad reach. The use of e-procurement is a positive aspect. No specific company tailoring is evident.

Practicality65/100

The tender is marked as 'E-Procurement', which is positive. However, the 'Issues' section notes 'No e-submission', which is contradictory and needs clarification. The absence of a contract start date and the lack of specific financing information reduce practicality. The availability of document URLs is not confirmed.

No e-submission (contradictory with E-Procurement characteristic)
Missing contract start date
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadline are populated. There are no noted suspensions or disputes. The dates provided are logical. The CPV code and NUTS code are present.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. This indicates a lack of emphasis on sustainability criteria.

Not green procurement
No social criteria
