Tender Quality Score

This tender provides clear technical specifications for a highly specialized valve but suffers from significant deficiencies in documentation access, missing evaluation criteria, and bidder requirements, which severely impact fairness and completeness.

Score Breakdown

Legal Compliance65/100

The tender clearly defines the procedure type and CPV code. However, the absence of explicit mandatory exclusion grounds, eligibility, and financial requirements for bidders, along with missing evaluation criteria, raises concerns about full compliance with transparency principles, even for a below-threshold procurement.

Missing mandatory exclusion grounds for bidders
Missing eligibility requirements for bidders
Clarity70/100

The technical description of the required valve is exceptionally clear, detailed, and unambiguous, including specific performance conditions. However, the complete absence of evaluation criteria makes it unclear for bidders how their proposals will be assessed.

No evaluation criteria specified
Completeness50/100

While basic information, financial details, and key timelines are present, the tender is critically incomplete due to the stated lack of accessible content for the four listed tender documents. Furthermore, explicit eligibility, financial, and evaluation criteria for bidders are missing from the provided text.

No content available for tender documents
Missing eligibility requirements for bidders
Fairness40/100

Fairness is significantly compromised by the lack of accessible tender document content and the explicit absence of evaluation criteria, which prevents bidders from understanding the basis of award. The lack of e-submission also presents a barrier to equal access.

No content available for tender documents
No evaluation criteria specified
Practicality60/100

Key practical information such as contract start date and duration is clearly provided. However, the absence of electronic submission capabilities and a direct document URL (assuming the provided text is the full scope of information) creates practical hurdles for potential bidders.

No e-submission
No document URL provided
Data Consistency85/100

The provided data is largely consistent, with logical dates and populated key fields. Minor gaps include the 'Liable Person' field and the explicit statement that certain bidder requirements are not provided. No disputes or suspensions are indicated.

"Liable Person" field is empty
Sustainability20/100

The tender does not include any explicit criteria related to green procurement, social aspects, or innovation focus in its requirements. This is common for highly specialized technical procurements but results in a low score for this category.

No green procurement focus
No social criteria

Strengths

Clear and detailed technical specifications
Specific CPV code and procedure type
Value, duration, and key dates are specified
No disputes or suspensions

Concerns

Critical lack of accessible tender document content
Absence of evaluation criteria
Missing explicit eligibility and financial requirements for bidders
No electronic submission option
Lack of sustainability considerations

Recommendations

1. Ensure all tender documents are fully accessible and contain comprehensive information, including evaluation criteria, eligibility, and financial requirements.
2. Implement an e-submission platform to enhance accessibility and fairness for bidders.
3. Consider incorporating relevant sustainability or social criteria where feasible, even for specialized procurements.
