SUBMISSION REQUIREMENTS4
--The contracting authority wishes to enter into an agreement with an ordinary contract period of 4 (four) years, with the possibility of extension(s) of 2 x 24 (twenty-four) months in total, beyond the stated ordinary contract period.
--The contracting authority wishes to offer citizens a choice between one private supplier and the municipal home care. The contracting authority does not issue free choice vouchers.
--The supplier will be found via the 'procurement model'. The procurement model entails that the Contracting Authority enters into one Framework Agreement, where the external supplier provides a price, and the municipal supplier provides at another price.

ELIGIBILITY REQUIREMENTS3
--Bidders must be able to provide comprehensive care according to the Elderly Act, as well as practical help and support, and personal help and care according to the Social Services Act.
--Bidders must be able to provide delegated health services to home-dwelling citizens in Fredensborg Municipality.
--The framework agreement will cover both citizens over 67 years of age and citizens under 65 years of age who are visited by the Center for Elderly and Prevention.
TECHNICAL CAPABILITY REQUIREMENTS3
--The services include personal help and care, support for necessary practical tasks in the home, and rehabilitation for functional impairment not related to hospital admission, cf. Section 10 of the Elderly Act, as well as Sections 5, 9, and 11.
--The services also include services according to Sections 83, 83a, and 84 of the Social Services Act, as well as transferred health services in accordance with Section 138 of the Health Act, with further adjustments as the scope of the health reform is fully known at the beginning of 2027.
