Original Tender Description

‘Visit Swansea Bay’ is the brand name given to the destination marketing activity of the Tourism Team in Swansea Council (City & County of Swansea). We are the official visitor information providers for Swansea Bay (Swansea, Mumbles, Gower Peninsula and Rural Swansea). We provide information via visitswanseabay.com and also manage campaigns to attract visitors to the area. We are an income generating team offering marketing packages, which local tourism businesses can buy into. There are two key strands to this year’s campaign as outlined below. The 2026/27 campaign will continue to promote Swansea Bay as a visitor’s ‘Happy Place’ and also linking in with Visit Wales’ ‘Hwyl’ Campaign. This campaign will continue to exclusively feature VSB Partners, which can all be found on our website. Visit Swansea Bay’s Campaign videos can be viewed here. A new Cultural Tourism Campaign which initially launched in 2024 aims to promote the area as a vibrant destination for cultural experiences and live entertainment. As Swansea will be host to the British Art Show 10 (BAS10) in February 2027, culture remains a key strand the campaign and securing cultural related coverage/visits should continue to be a prominent component of this contract. • This includes, but is not limited to, live music, art, theatre and comedy. • This is a prime driver for this contract as we want to engage with a variety of media platforms and influencers with an interest in arts, music events and culture. Bidders are expected to review previous and current campaign activity on visitswanseabay.com and our accompanying social media platforms (@visitswanseabay) before making their submission. The client will expect the successful bidder to set and achieve quarterly targets as the contract progresses to ensure an equal spread of coverage across the contract period. This will be in line with the invoice schedule. Please note that there is a maximum budget of £30,000 available for this contract. Additional hosting fees for visits (meals, accommodation etc) are not included in this price – the Client will cover these costs separately.

Tender Quality Score

This tender for a PR campaign offers a clear description and good data consistency, but lacks detailed evaluation criteria and explicit sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, with a clear CPV code and open competition procedure. Deadlines are provided, though the submission deadline might be considered tight given the scope. No disputes are noted. The procedure is 'Below threshold - open competition', which implies certain regulatory relaxations but still requires adherence to core principles.

Clarity80/100

The description of the 'Visit Swansea Bay' campaign, its objectives, and the two key strands (general promotion and cultural tourism) is well-articulated. The target audience and desired outcomes are reasonably clear. However, the absence of specified evaluation criteria hinders full clarity on how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and start date. The CPV code is provided. However, the tender documents themselves are not accessible or summarized, which is a significant omission for completeness. The value is disclosed, but the currency is EUR while the budget is stated in GBP, which could cause confusion.

No document content available
Currency mismatch between estimated value (EUR) and stated budget (GBP)
Fairness85/100

The tender is an open competition, promoting fairness. The value is disclosed, and the process is generally objective. The requirement for bidders to review existing campaign materials is reasonable. There is no indication of requirements tailored to specific companies, which is positive.

Practicality65/100

The tender specifies a contract start date and duration. Financing information is partially provided with a maximum budget, though the currency discrepancy needs clarification. The lack of explicit mention of e-submission and the unavailability of document URLs reduce practicality.

No e-submission mentioned
Document URLs not provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided are logical within the context of the tender. The currency mismatch between the estimated value and the stated budget is a minor inconsistency.

Currency mismatch between estimated value (EUR) and stated budget (GBP)
Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, innovation focus, or EU funding. This suggests a lack of emphasis on these important modern procurement considerations.

No green procurement mentioned
No social criteria mentioned

Strengths
