Tender Quality Score

This tender establishes a Dynamic Purchasing System (DPS) for specialist materials. The primary concern is the significant lack of detailed information within the provided notice, heavily relying on an external 'Document A - DPS Pre-Qualification Guidance' which is not included, severely limiting a comprehensive quality assessment.

Score Breakdown

Legal Compliance100/100

The tender outlines a Restricted procedure for establishing a DPS, which is a valid procurement tool. However, the absence of specific mandatory exclusion grounds, eligibility, technical, and financial requirements directly within the notice, deferring them entirely to an unprovided document, raises concerns about transparency and immediate accessibility of critical legal information.

Lack of specific mandatory exclusion grounds and detailed eligibility/selection criteria directly in the notice.
Clarity40/100

The description of the DPS purpose, categories, and general scope is clear. However, the actual requirements for participation are largely unclear due to their deferral to an unprovided external document, creating significant ambiguity for potential bidders.

Critical details regarding exclusion grounds, eligibility, technical capabilities, financial requirements, and submission instructions are not present in the provided text, making the tender unclear in its actionable requirements.
Completeness83/100

The tender, as presented, is fundamentally incomplete. It repeatedly references 'Document A - DPS Pre-Qualification Guidance' for all essential details, yet this document is listed as 'DOCUMENTS (0 total)' and 'No document content available'. This renders the provided tender information insufficient for a bidder to fully understand and prepare a submission.

The tender is fundamentally incomplete without 'Document A - DPS Pre-Qualification Guidance'. All critical selection and award criteria are missing.
Fairness80/100

The lack of detailed, explicit requirements within the provided notice, coupled with the absence of the referenced 'Document A', creates a significant risk to fairness. Without clear, upfront criteria, there's potential for arbitrary application or interpretation, which could disadvantage certain bidders.

Absence of detailed criteria in the public notice could lead to unfairness or lack of transparency in the pre-qualification stage.
Potential for tailoring if the missing document contains overly specific requirements.
Practicality40/100

From a bidder's perspective, the tender is impractical as it lacks the necessary information to prepare a compliant application. Bidders cannot assess their suitability or prepare required documentation without 'Document A'.

Bidders cannot practically respond to the tender based solely on the provided information.
Data Consistency100/100

The provided data is internally consistent in its structure and references. The issue is not inconsistency, but rather the consistent absence of critical detailed data, which is repeatedly deferred to a missing external document.

Sustainability0/100

The tender notice does not include any specific sustainability criteria, environmental considerations, or social aspects. The automated check also flags 'Not green procurement' and 'No social criteria'.

Absence of sustainability, environmental, or social criteria.

Strengths

Clear purpose and scope of the Dynamic Purchasing System (DPS).
Division into six logical categories for specialist materials.
Long contract duration (5+5 years) provides stability for suppliers.
High estimated value indicates significant opportunity.
Utilizes a DPS, which allows for flexibility and continuous supplier onboarding.

Concerns

Critical Missing Document: The complete absence of 'Document A - DPS Pre-Qualification Guidance', which is referenced for all essential details, renders the tender notice largely uninformative and unactionable.
Lack of Detailed Requirements: All specific mandatory exclusion grounds, detailed eligibility, technical capability, financial standing, and submission requirements are deferred to the missing document, creating a severe lack of transparency.
Risk of Arbitrary Application: Without clear, publicly available criteria, there is a risk of arbitrary application of requirements during the pre-qualification stage, potentially impacting fairness.
Potential for Tailoring (Unverifiable): The complete lack of detail in the public notice could allow for highly specific or tailored requirements to be hidden within the unprovided 'Document A', potentially favoring specific companies.
Absence of Sustainability/Social Criteria: No mention of environmental, social, or innovation criteria, which are increasingly important in public procurement.

Recommendations

1. Immediately publish 'Document A - DPS Pre-Qualification Guidance' to provide bidders with all necessary information.
2. Ensure that 'Document A' contains clear, objective, and proportionate criteria for all aspects (exclusion, eligibility, technical, financial) to ensure fairness and transparency.
3. Consider incorporating sustainability, environmental, and social criteria into the DPS framework and subsequent ITT stages.
