Original Tender Description

Expressions of interest are invited for a development partner to enter into an overarching partnering agreement for the delivery of a multi-site New Homes Housing Portfolio. Under that overarching partnering agreement, once the initial concepts and site specific principles have been agreed, the Council and the development partner will then enter into development agreements for each site. Further detail in respect of the opportunity and the Sites is set out in the Memorandum of Information and Project Brief. The portfolio is expected to include circa. 3-7 sites, each of which are expected to be residential led developments. The Council’s primary, driving ambition is to maximise the supply of genuinely affordable homes in its area, funded through the land value of the sites. It should be noted that the ‘total value (estimated)’ stated below in this notice is the estimated gross development value of all sites currently contemplated as being capable of delivery through this opportunity.

Score Breakdown

Legal Compliance75/100

The tender adheres to general regulatory requirements with a clear CPV code and a defined procedure. The submission deadline appears reasonable given the contract duration and estimated value. No disputes are noted. The primary concern is the absence of specified evaluation criteria, which could impact the transparency of the legal process.

Missing evaluation criteria
Clarity80/100

The description clearly outlines the objective of establishing a partnering agreement for a multi-site housing development focused on affordable homes. Key aspects like the portfolio size and funding mechanism are mentioned. However, the lack of specific submission forms or templates leaves some ambiguity for bidders.

No specific submission forms or templates mentioned
Completeness70/100

Essential information such as title, reference, organization, estimated value, and contract duration are present. The description provides a good overview of the project. However, the lack of content for the tender documents and the absence of specified evaluation criteria detract from its completeness.

No document content available
Missing evaluation criteria
Fairness85/100

The tender is structured as a competitive flexible procedure, which generally promotes fairness. The estimated value is disclosed, and the requirements, while specific to a development partner, do not appear to be tailored to a single company. The availability of a Memorandum of Information and Project Brief is positive, but the lack of explicit evaluation criteria could be a concern.

Missing evaluation criteria
Practicality65/100

The tender specifies a contract start date and duration. However, the absence of information regarding e-submission and the URL for documents limits its practicality. Financing information is implicitly linked to land value, but not explicitly detailed.

No e-submission
No document URL
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated logically. The contract start date aligns with the submission deadline. There are no noted suspensions or disputes, indicating good data consistency.

Sustainability50/100

The tender focuses on maximizing affordable homes, which has a social aspect. However, there is no explicit mention of green procurement, innovation, or EU funding, limiting its sustainability score.

Not green procurement
No social criteria explicitly mentioned beyond affordable housing
