Original Tender Description

NH are aiming to have Net Zero corporate emissions by 2030. The electrification of its vehicle fleet is a pivotal piece in this wider ambition and therefore it is crucial for NH to provide charging provision for its Electric Vehicles (EV) to ensure the reliable and safe operation of the Strategic Road Network. NH aims to deliver fast to ultra-rapid charging at priority sites with each site having a tailored solution based on specific needs of the users on site. Due to business demand, the programme of works will need to work at pace to address operational risks with the ambition to deliver the proposed EV charging installations by the end of March 2027. NH are targeting a contract award of no later than September 2026. We understand this programme is challenging and would be looking to work with a supplier who has a proven track record of delivering full solutions at scale and pace. On completion of installations, NH would be looking to enter into a further service level agreement with the installer which would see the supplier take on accountability for the maintenance and continued operationality of the installed chargers, providing a reliable and resilient service to the NH fleet. A further list of services is included within the market engagement form, linked in the Engagement section of this notice. Once the closing date for market engagement responses have passed, National Highways will analyse the results and this will inform a procurement strategy, the details of which are still to be determined. National Highways reserve the right to procure via a route to market which they deem appropriate based on findings. This includes existing Framework routes. Equally, National Highways reserve the right not to procure these services at its discretion. The responses submitted to this questionnaire are for information only and do not constitute a formal submission. All value information provided at this stage is an estimate and should not be relied upon until confirmed within the procurement.

Tender Quality Score

This tender notice presents a clear objective for establishing electric vehicle charging infrastructure, with good foundational information, but lacks crucial details on evaluation criteria and specific procurement routes, requiring further clarification.

Score Breakdown

Legal Compliance70/100

The tender indicates a 'planning' status, which is unusual for a notice with a submission deadline. While basic regulatory elements like CPV code are present, the absence of a specified procedure type and the reliance on future market engagement analysis to determine the procurement route introduces legal uncertainty regarding compliance with standard procurement procedures.

Procedure type not specified.
Procurement route to be determined post-market engagement.
Clarity75/100

The description clearly outlines the organizational goals, the necessity of EV charging infrastructure, and the desired outcomes (fast to ultra-rapid charging, tailored solutions, operational reliability). However, the lack of specified evaluation criteria makes it difficult for potential bidders to understand how their proposals will be assessed.

No evaluation criteria specified.
Completeness65/100

Key information such as estimated value, contract duration, and a submission deadline are provided. However, the status as 'planning' and the indication that the procurement strategy is yet to be determined, along with the lack of any attached documents or content summaries, reduce the completeness of the information available at this stage.

No document content available.
Procurement strategy is yet to be determined.
Fairness80/100

The tender aims for objectivity by mentioning tailored solutions and a proven track record. The estimated value is disclosed, and the process seems open to various procurement routes, suggesting a degree of fairness. However, the reliance on future market engagement to define the procurement route could potentially lead to a less competitive process if not managed carefully.

Practicality60/100

The notice is in a 'planning' phase and relies on market engagement, indicating that a formal e-submission portal and detailed contract start date are not yet finalized. While a submission deadline is given, the lack of a contract award date and the uncertainty about the procurement route limit the practicality for immediate preparation.

No e-submission mechanism specified.
Contract award date is targeted but not confirmed.
Data Consistency90/100

Key fields such as title, reference number, organization, estimated value, CPV code, and contract duration are populated. Dates, while present, are subject to the planning status and future procurement strategy, but there are no logical inconsistencies or disputes flagged.

Sustainability50/100

The tender mentions Net Zero emissions as a driver, which is a positive step towards sustainability. However, there are no explicit requirements or criteria related to green procurement, social aspects, or innovation beyond the core service offering, and it is not indicated as EU funded.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear organizational objective (Net Zero).
Defined need for EV charging infrastructure.
Estimated value and contract duration provided.
CPV code specified.

Concerns

Procurement strategy and route to market are undetermined.
Missing evaluation criteria.
No document content available.
Planning status and market engagement focus limit immediate actionability.

Recommendations

1. Specify evaluation criteria clearly.
2. Clarify the intended procurement route and timeline for formal tender publication.
3. Provide access to relevant tender documents or market engagement forms.
