Tender Quality Score

This tender for legal services is generally well-structured, with clear financial and temporal information. However, it relies heavily on external documentation for crucial details like evaluation criteria and submission procedures, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to the Open Procedure as per the Procurement Act 2023, indicating a standard legal framework. The CPV code is appropriate. No disputes are noted. Deadlines appear reasonable given the context of a public tender, though the submission deadline is relatively short. The absence of a reveal date is a minor procedural oversight.

Missing reveal date
Clarity80/100

The description of the required legal support and the specific experience needed (PPP/PFI contracts) is clear. The financial parameters and contract duration are well-defined. However, critical details regarding award criteria and submission methods are deferred to external documentation, reducing overall clarity within the provided text.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, and deadlines are present. Contract duration and start dates are specified. However, the lack of accessible content for the tender documents and the deferral of submission requirements to external documents significantly reduce completeness.

No document content available
Submission requirements deferred to external documentation
Fairness85/100

The tender is an open procedure, promoting broad participation. The estimated value is disclosed, and the criteria for experience are objective. The reliance on external documentation for full details is a minor concern, but the core requirements are not tailored to specific companies. The absence of explicit mention of e-procurement is a slight drawback.

No e-submission mentioned
Practicality65/100

The contract start date is clearly defined. Financing information (budget) is provided. The contract duration is specified. However, the lack of direct access to document content and the absence of explicit e-submission details hinder practicality for potential bidders.
