Tender Quality Score

This tender for playground improvements is generally well-structured with clear objectives and a disclosed budget. However, it lacks detailed evaluation criteria and information on e-submission, impacting its overall practicality and completeness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements for open competition below the threshold. The CPV code is appropriate, and there are no immediate indications of disputes or regulatory non-compliance. Deadlines are provided, though the submission deadline relative to the site visit dates could be tighter.

Clarity80/100

The description of the desired play space is clear, outlining key outcomes such as bespoke design, inclusivity, and alignment with council plans. The mandatory site visit requirement is explicitly stated. However, the absence of specified evaluation criteria leaves some ambiguity regarding how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, organization, estimated value, and contract duration. However, the lack of accessible content for the procurement documents is a significant omission. Financial requirements beyond the estimated value are not detailed.

No document content available
Financial requirements not fully specified
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed, and the criteria for eligibility (specialist company with experience) are objective. The mandatory site visits, while potentially challenging for some, are applied equally. The lack of specified evaluation criteria could be a minor concern.

Practicality65/100

The tender specifies a contract start date and duration. However, the absence of information regarding e-submission and the lack of accessible procurement documents hinder practical engagement for potential bidders. The short duration between site visit dates and the submission deadline might also pose a challenge.

No e-submission specified
Document URL not provided (implied by lack of content)
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. The contract start date is logical relative to the submission deadline. There are no indications of suspension or disputes. The dates for site visits and the submission deadline are consistent.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

Not green procurement
No social criteria

Strengths

Clear project objectives and desired outcomes
Disclosed estimated value and contract duration
Appropriate CPV code and NUTS code provided
Open competition procedure

Concerns

Lack of accessible procurement documents
Missing detailed evaluation criteria
No explicit mention of e-submission
Limited sustainability considerations

Recommendations

1. Provide full access to all procurement documents with clear URLs.
2. Specify detailed evaluation criteria to enhance transparency.
3. Consider incorporating sustainability or innovation elements if applicable.
