Tender Quality Score

This tender for the Ronkswood Community Centre Play Area is generally well-structured, with clear objectives and a defined scope. However, it lacks detailed evaluation criteria and comprehensive documentation access, impacting its overall completeness and fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic regulatory requirements for a below-threshold open competition. The CPV code is appropriate. Deadlines for site visits are provided, and the submission deadline is clear. No immediate legal disputes or issues are flagged. However, the absence of specified evaluation criteria could be a minor compliance concern depending on local regulations.

Clarity80/100

The description of the required outcomes is clear and actionable, detailing the scope of work for designing and implementing improvements to the play area. The mandatory site visit requirement is explicitly stated. However, the lack of publicly accessible procurement documents with full details limits the clarity of the overall process.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. The CPV code is provided. However, a significant portion of the tender's completeness is hindered by the lack of accessible content in the procurement documents. The absence of explicit financial requirements beyond the estimated value and the lack of specified evaluation criteria also detract from completeness.

No document content available
Fairness85/100

The tender uses an open competition procedure, which is generally fair. The estimated value is disclosed, and the deadline is reasonable for a below-threshold contract. The criteria for bid rejection (failure to attend site visit) are clear. However, the lack of readily available procurement documents and the unspecified evaluation criteria raise concerns about the transparency and fairness of the selection process.

No evaluation criteria specified
Practicality65/100

The tender specifies a contract start date and duration. However, it does not mention e-submission, which could be a significant practicality issue for bidders. The crucial procurement documents are not accessible, making it difficult to assess other practical aspects like financing details or specific submission requirements beyond the site visit. The site visit dates are provided, which is a positive practical element.

No e-submission
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated and appear logically consistent. The contract start date is after the submission deadline. There are no flagged disputes or suspensions. The date for the site visits (March 2026) is before the submission deadline (April 2026), which is logically sound.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding within the provided tender details. This suggests a limited focus on sustainability criteria within this specific tender.

Not green procurement
No social criteria

Strengths

Clear project objectives and scope
Appropriate CPV code identified
Mandatory site visits specified
Reasonable contract duration and start date

Concerns

Lack of accessible full procurement documents
Missing explicit evaluation criteria
No mention of e-submission
Limited sustainability considerations

Recommendations

1. Provide full access to all procurement documents.
2. Clearly define and publish the evaluation criteria for bids.
3. Consider incorporating e-submission for improved practicality.
