Legal Compliance75/100

The tender follows an open procedure and includes a CPV code. Deadlines are provided, though the submission deadline might be considered short given the scope. No disputes are noted. Regulatory compliance is assumed but not explicitly detailed.

Clarity80/100

The description of services required (training, support, maintenance) is clear, and the technical capabilities are well-defined. The aims of the purchaser are articulated, and the role of the service provider is outlined. Completeness70/100

Basic information such as title, reference, organization, estimated value, and CPV code are present. Contract duration is specified. However, the lack of accessible tender documentation content is a significant omission, hindering a full assessment of completeness.

No document content available
Fairness70/100

The tender is an open procedure, and the estimated value is disclosed. However, the requirement for the principal Service Provider to be a 'Recognised Assessment Entity (RAE)' and the broad exclusion clauses for organizations with existing drone operations contracts with FLS, including persons of significant control, could be perceived as restrictive and potentially tailored, impacting fairness.
