Tender Quality Score

This tender for Kerbside Recycling Material collection and purchase is generally well-structured, with clear financial and descriptive information. However, it lacks specific evaluation criteria and details on document content, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and specifies a CPV code. Deadlines are provided, though the submission deadline might be considered short relative to the contract start date. No disputes are noted. Regulatory compliance is assumed based on the information provided.

Clarity80/100

The description of the service is clear, outlining the collection and purchase of Kerbside Recycling Material across 5 grades and multiple lots. The concession contract nature and the requirement for bidders to submit income per tonne payable to the Council are explicitly stated. However, the absence of specified evaluation criteria is a significant clarity issue.

No evaluation criteria specified
Completeness70/100

Basic information such as title, organization, estimated value, contract duration, and start date are present. The CPV code is provided. However, the lack of content for the tender documents is a major deficiency, preventing a full assessment of completeness.

No document content available
Fairness85/100

The tender is open, and the estimated value is disclosed. The procedure is open, suggesting a fair process. The requirement for bidders to submit income per tonne payable to the Council is a specific but not inherently unfair criterion for a concessions contract. The lack of specified evaluation criteria could lead to perceived unfairness if not detailed in the full documents.

Practicality65/100

The contract start date and duration are specified. Financing information is not explicitly detailed, and the lack of information on e-submission is a concern. The submission deadline is provided, but its proximity to the contract start date might pose practical challenges.

No e-submission mentioned
Deadline may be too short
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided are logically sequenced, with the contract start date following the submission deadline.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, innovation, or EU funding, which are common elements in modern tenders. This suggests a moderate focus on sustainability.

Not green procurement
No social criteria
