Original Tender Description

Dudley MBC is inviting applications from qualified suppliers to be admitted to an Open Framework to provide Supported living Services. Supported living is to provide vulnerable people the opportunity to live independently in a home-like environment rather than in a residential care home. The purpose of the service is to offer tailored support, including help with daily tasks like managing finances or maintaining a home, enabling individuals to lead more fulfilling lives and achieve personal goals. The scope of this service will cover the following cohorts of Dudley residents. Primarily people aged 18-64 including people over 65. It will also include a range of disabilities. • Learning Disability & Autism • Mental Health • Physical Disability • Adults at Risk which may include forensic and crisis support. The framework will consist of 2 separate Lots.: • Lot 1 - Long-term care and support Lot 1 will respond to the needs of people requiring long-term care and support. • Lot 2 - Short-term intensive intervention support Lot 2 will respond to people who present with forensic / very challenging complex behaviour requiring specialist support from highly skilled and trained providers and/or where people present in short-term crisis. The Council reserves the right to use the powers available to it under Section 21 of the Procurement Act 2023 and Schedule 8, paragraph 1(a) of the Procurement Act 2023. This includes the Council’s ability under Section 21 PA23 to issue tender notices and associated tender documents as required for the lawful conduct of the procurement process, as well as its ability under Schedule 8, paragraph 1(a) PA23 to make permitted contract modifications without commencing a new procurement procedure, where such modifications meet the statutory conditions.
