Original Tender Description

The Royal Borough of Kensington and Chelsea (RBKC) is undertaking preliminary market consultation in relation to the delivery of supported accommodation services for homeless individuals with complex needs for 67 units at Princess Beatrice House, 84-190 Finborough Road, London, SW10 9BA. This initiative aims to provide a safe, supportive, and nurturing environment for some of the most vulnerable members of our community. We are seeking expressions of interest and input from experienced supported housing providers who can deliver a trauma-informed and psychologically informed service. It is proposed service delivery will be based on a 'Supportive Relational Model’ based on a psychosocial system which supports clients in developing their psychological and social resources to cope with problems they face. This principle has also fostered strengths-based, psychologically informed environment, trauma-informed and co-produced approach, which will deliver the aspirations of its clients, enabling them to achieve their potential for independent living through a time of continued change - which will bring with it challenges and opportunities. The support hours are allocated to clients flexibly depending upon their support needs. Please refer to further information detailed in the appended Preliminary Market Engagement Questionnaire. Tender Quality Score

This is a preliminary market consultation for supported accommodation services, with good clarity on service needs but lacking detailed evaluation criteria and full document access. The process is in planning, indicating a need for further development before a formal tender.

Score Breakdown

Legal Compliance75/100

The tender is in a planning stage, which limits a full assessment of legal compliance. However, the presence of a reference number, organization, and CPV code suggests adherence to basic procedural elements. The submission deadline appears reasonable for a market consultation. The absence of a specified procedure type and the 'planning' status indicate that formal legal compliance aspects are yet to be fully established.

Clarity80/100

The description of the service, including the target group, location, and desired service model ('Supportive Relational Model', trauma-informed, psychologically informed), is clear. The AI-extracted requirements also provide a good overview of expected capabilities. However, the lack of explicit evaluation criteria leaves some ambiguity regarding how proposals will be assessed.

Missing evaluation criteria
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration is present. The description provides context for the service. However, the crucial 'Preliminary Market Engagement Questionnaire' is appended but its content is not available for review, and there are no specific financial requirements detailed, impacting overall completeness.

No document content available for appended questionnaire
Fairness85/100

The tender is in a preliminary market consultation phase, which is a fair approach to gather input. The value is disclosed, and the criteria for eligibility and technical capability are outlined, suggesting an objective approach. Access to the full documentation is facilitated through the Delta eSourcing portal, promoting transparency. There are no apparent requirements tailored to specific companies.

Practicality65/100

The tender utilizes an e-sourcing portal for responses, which is practical. However, the 'planning' status and the reliance on an appended questionnaire without available content reduce immediate practicality for potential bidders. The contract start date is well into the future, which is typical for such projects. Financing information is not detailed.

Reliance on appended questionnaire with no available content
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated. The dates provided (submission deadline, contract start) are logically sequenced. There are no indications of disputes or suspensions. The status 'planning' is consistent with the nature of a market consultation.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects beyond the core service, or innovation. It is also not indicated as EU funded. This suggests a lack of focus on broader sustainability objectives within this preliminary stage.

No explicit mention of green procurement
No explicit mention of social criteria

Strengths

Clear description of service needs and target group
Use of e-sourcing portal for responses
Disclosure of estimated value and contract duration
Preliminary market consultation approach

Concerns

Lack of detailed evaluation criteria
Inability to access content of appended market engagement questionnaire
Absence of explicit sustainability considerations

Recommendations

1. Provide clear evaluation criteria for the subsequent tender.
2. Make the Preliminary Market Engagement Questionnaire fully accessible.
3. Consider incorporating sustainability and innovation aspects into future tender documents.
