Tender Quality Score

This tender for a Money Advice & Resilience Service is generally well-structured with clear objectives but lacks detailed technical and submission requirements, and has limited sustainability considerations.

Score Breakdown

Legal Compliance70/100

The tender adheres to basic legal compliance by specifying a clear procedure (competitive flexible procedure) and providing a CPV code. Deadlines appear reasonable given the scope. No disputes are noted. However, the absence of specific mandatory exclusion grounds and detailed evaluation criteria might pose minor compliance risks if interpreted strictly.

No specific mandatory exclusion grounds detailed
No evaluation criteria specified
Clarity75/100

The description of the service required is clear and detailed, outlining the expected outcomes and the role of the provider. Eligibility requirements are well-defined. However, the lack of specificity in technical capability, financial, and submission requirements leaves room for interpretation and potential ambiguity for bidders.

No specific technical capability requirements detailed
No specific financial requirements detailed
Completeness65/100

Basic information such as title, organization, estimated value, and contract duration are provided. The description is detailed. However, crucial details regarding technical capabilities, financial requirements, and specific submission instructions are missing, which impacts the overall completeness of the documentation.

No specific technical capability requirements detailed
No specific financial requirements detailed
Fairness80/100

The tender offers good fairness by disclosing the estimated value and providing a clear description of the service and eligibility criteria. The competitive flexible procedure suggests a structured evaluation process. However, the lack of detailed technical and submission requirements, along with unspecified evaluation criteria, could inadvertently favor bidders with prior experience with the council or those willing to make assumptions.

No evaluation criteria specified
No specific technical capability requirements detailed
Practicality60/100

While the tender has a specified contract start date and duration, the lack of information on e-submission, document URLs (beyond the basic availability of 4 documents), and detailed financing information limits its practicality for potential bidders. The availability of document content is also a concern.

No e-submission specified
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated consistently. No disputes or suspensions are reported. The dates provided for submission deadline and contract start are logically ordered.

Sustainability30/100

The tender does not explicitly mention any green procurement, social aspects, innovation, or EU funding requirements. This suggests a limited focus on sustainability, which is a missed opportunity to align with broader public sector objectives.

Not green procurement
No social criteria
