Tender Quality Score

This tender provides a comprehensive open framework for mental health education and training with a clear structure for future refreshes and extensions, but lacks specific evaluation criteria and accessibility of full documentation.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure, lists a valid CPV code, and outlines a clear timeline for contract start and duration. The submission deadline is relatively short given the complexity of a framework agreement, but the subsequent refresh dates provide ample response time for future opportunities. No immediate regulatory issues are apparent based on the provided information.

Clarity80/100

The description of the framework for mental health education and training is clear, specifying the target audience and the nature of the services. Requirements for eligibility and technical capability are outlined. However, the absence of specific evaluation criteria makes it difficult to fully understand how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Essential information such as title, organization, estimated value, and contract duration is present. The tender also outlines the initial term and future refresh dates with associated response deadlines. However, the lack of content for the four listed tender documents significantly hinders completeness.

No document content available
Fairness85/100

The framework structure, allowing for biennial refreshes, promotes market access for new entrants. The estimated value is disclosed, and the procedure is open. Requirements are generally objective. The main concern regarding fairness is the lack of accessible full documentation, which could limit participation.

Practicality65/100

The contract start date and duration are specified. Financing is implied through the estimated value. However, the absence of explicit mention of e-submission or a direct URL to access documents limits the practicality for potential bidders.

No e-submission
No document URL
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated. The dates provided for the initial term, contract start, and future refreshes are logical and consistent within the framework structure. No suspension or disputes are indicated.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. While the services are EU-funded, this is not highlighted as a characteristic of the procurement itself.

Not green procurement
No social criteria

Strengths

Disclosure of estimated value and contract duration
Specific start dates for initial term and future refreshes

Concerns
