Original Tender Description

The aim of the procurement is to renovate the office environment of the courtyard building by following the principles of circular renovation - testing the maximum preservation, adaptation, and repair of the existing building and its parts. Preference is given to preserving existing structures, materials, and technical systems where possible. When creating modifications or new solutions, preference is given to reusable (second-hand) materials and technical systems or their parts. It is also preferred that the design and construction works are carried out as a consortium formed by the designer and builder companies, in which the designer and builder work in parallel in cooperation and support each other in implementing the principles of circular renovation.

Good

Tender Quality Score

This tender for the reconstruction of an office building in Tallinn demonstrates good clarity and fairness, with a strong emphasis on circular renovation principles. However, it could be improved in terms of completeness and practicality of submission.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general legal requirements, including a clear procedure and proper CPV code. Deadlines are reasonable, and there are no immediate indications of disputes or regulatory non-compliance. The inclusion of 'or equivalent' for standards is a positive aspect for legal compliance.

Clarity80/100

The description of the project's objective, focusing on circular renovation and the reuse of materials, is clear. Requirements for early contractor involvement and cooperation between designers and builders are well-articulated. The use of specific forms for submission also contributes to clarity.

Completeness70/100

While most basic information is present, the tender could be more complete by explicitly stating the contract start date and providing more detailed financing information. The reliance on external documents like 'Pakkumuse esitamise ettepanek' for crucial details slightly reduces completeness.

Contract start date is stated as presumptive and not legally binding.
Detailed financing information is not readily available.
Fairness85/100

The tender promotes fairness through full document access and disclosure of the estimated value. Objective criteria for evaluation are mentioned, and the e-procurement system ensures a fair process. The requirement for 'or equivalent' for standards is also a fair practice.

Practicality65/100

The tender mandates e-submission, which is practical. However, the reliance on multiple specific forms (Vorm 2, 3, 4a, 4b, 8) and the need to refer to external documents for detailed instructions can make the submission process less practical for bidders. The presumptive contract start date also adds a layer of impracticality.

Multiple specific forms required for submission.
Reliance on external documents for detailed instructions.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated consistently. There are no indications of suspension or disputes. Dates provided are logical within the tender timeline.

Sustainability50/100

The tender strongly emphasizes 'Green Procurement' and 'Innovation Focus' through its circular renovation principles, reuse of materials, and early contractor involvement. It is also marked as 'EU Funded'. However, specific social aspects are not explicitly detailed.

Lack of explicit social criteria.

Strengths

Strong emphasis on circular renovation and sustainability.
Clear description of project objectives and requirements.
Use of e-procurement and electronic submission.
Inclusion of 'or equivalent' for standards.

Concerns

Completeness of contract start date and financing information.
Practicality of submission due to multiple forms and external document references.
Lack of explicit social sustainability criteria.

Recommendations

1. Provide a definitive contract start date or a clearer indication of its determination.
2. Consolidate detailed submission instructions within the main tender documents to improve practicality.
3. Consider adding specific social sustainability objectives or requirements.
