Tender Quality Score

This tender for electrical works in Estonia is generally well-structured and compliant, with clear technical requirements and a straightforward evaluation process. However, it could benefit from more explicit sustainability considerations and a clearer presentation of certain documentation.

Score Breakdown

Legal Compliance75/100

The tender appears compliant with general procurement regulations, featuring a clear procedure and CPV code. Deadlines are reasonable for the estimated value, and there's no indication of disputes. The inclusion of electronic submission and e-procurement characteristics suggests adherence to modern legal frameworks. The financing conditions are clearly outlined.

Clarity80/100

The description of works is clear, and key requirements are documented, including technical capabilities and financial conditions. Evaluation criteria are stated as relative weighting, with the lowest price being the best. However, the reference to 'KP sular alajaama' in the volume table requires further clarification for bidders not intimately familiar with local terminology.

Ambiguity in 'KP sular alajaama' terminology.
Completeness70/100

Most basic information like title, reference, organization, and deadlines are present. The estimated value and duration are specified. However, some critical project documents (.zip, .xls files) are not directly accessible or analyzable by AI, potentially impacting completeness for remote bidders. The contract start date is provided, but financing details are tied to external links for full understanding.

Inability to analyze critical project documents (.zip, .xls) directly.
Full understanding of financing conditions requires external links.
Fairness85/100

The tender promotes fairness through e-submission, disclosed value, and objective criteria (lowest price). Full document access is generally provided, although some file types are problematic. The requirements for similar past contracts are standard and not overly restrictive, though the specific value threshold for one contract is a common but specific requirement. There are no overt signs of tailoring to specific companies.

Practicality65/100

E-submission is a key feature, enhancing practicality. Document URLs are provided, though some are for supplementary information. The contract start date is specified. Financing information is partially detailed with payment terms, but full details and the factoring program require external navigation, reducing immediate practicality. The duration of the tender validity is 2 months.

Payment terms and factoring program require accessing external links for full details.
Data Consistency90/100

Key fields such as title, reference, organization, deadlines, and value are consistently populated. There are no reported disputes or suspensions. Dates are logical, with the contract start date following the submission and opening dates. The tender validity period aligns well with the timeline.

Sustainability50/100

The tender mentions 'EU Funded,' which can imply adherence to certain EU standards. However, there are no explicit requirements or criteria related to green procurement, social aspects, or innovation, which are becoming increasingly important. The mention of an ethics code under performance conditions is a minor positive, but not a distinct sustainability criterion.

Lack of explicit green procurement criteria.
Absence of social responsibility or innovation requirements.

Strengths

Clear electronic submission process.
Well-defined technical and eligibility requirements.
Transparent financial terms and payment schedule.
Inclusion of CPV code and relevant location information.

Concerns

Accessibility and analyzability of key project documents in non-standard formats.
Limited explicit sustainability criteria.
Some tender details requiring navigation to external websites.

Recommendations

1. Ensure all critical project documentation is available in universally accessible formats (e.g., PDF) or provide direct, clear links to downloadable content.
2. Incorporate specific green procurement objectives or social value elements into future tenders.
3. Provide a more comprehensive summary of financing conditions and factoring programs directly within the tender documentation where possible.
