Meets a critical eligibility requirement and demonstrates capability.
Develop Detailed Logistics Plan for Elektrilevi Materials
HighMed effort

Create a clear plan for the transport and handling of materials supplied by Elektrilevi, including scheduling, coordination with their partners, and any associated costs. This should be factored into the bid price.

Minimizes risk of delays and cost overruns related to material delivery.
Thoroughly Review 'Lisatingimused IP5331-I etapp.docx'
HighMed effort

Scrutinize the additional conditions document for any specific requirements, obligations, or potential cost implications that might not be immediately apparent. Ensure the bid fully accounts for these.

Prevents unexpected costs or non-compliance issues during project execution.
Highlight Project Management Efficiency
MediumLow effort

While not explicitly evaluated, subtly emphasize in the bid narrative (if space allows) the company's robust project management methodologies that enable efficient execution and cost control, reinforcing the low-price offer.

Builds confidence in the bidder's ability to deliver on time and within budget.
Consider Local Engagement Commitment
LowLow effort

If feasible and not detrimental to cost, include a brief statement about potential local employment or training within Põhja-Pärnumaa vald. This can be a subtle positive signal.

Minor positive perception, no direct evaluation impact.

However, it lacks explicit sustainability considerations and has some minor practical limitations regarding document formats.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard legal requirements for public procurement, including a clear procedure, proper CPV code, and no reported disputes.
