Tender Quality Score

This tender for Muuga port pier repair is generally well-structured with clear requirements and a reasonable process. Key areas for improvement include the accessibility of all tender documents and a more explicit focus on sustainability beyond 'Green Procurement'.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard legal requirements, including a clear procedure, proper CPV code, and no reported disputes. Deadlines appear reasonable within the context of the tender's scope. Regulatory compliance is assumed based on the provided information.

Clarity80/100

The description of the works is clear, and the requirements are generally well-documented. Evaluation criteria are specified as 'relative_weighting', which is a standard approach. Conditions are outlined in the contract project.

Completeness70/100

Most basic information is present, including deadlines, value, and duration. However, the AI could not analyze all attached documents (e.g., .zip, .xls), potentially impacting the completeness of the review. The contract start date is not explicitly stated.

Some critical tender documents (e.g., Technical Specification, Contract Project, Bid Price Table) are in formats not supported by AI analysis, potentially hindering full understanding of completeness.
Fairness85/100

The tender promotes fairness through e-submission and e-procurement. The value is disclosed, and criteria are objective. Deadlines are reasonable. Access to all documents is crucial for fairness, and the inability to analyze some formats is a concern.

While not explicitly tailored to specific companies, the reliance on specific Annex forms (Annex 3, 4, 5, 6) requires careful attention from bidders to ensure full compliance.
Practicality65/100

E-submission and e-procurement are positive. The contract duration is specified. However, the contract start date is not explicitly stated, and financing conditions are only referenced in the contract project, which was not fully analyzed.

Contract start date is not explicitly mentioned.
Data Consistency90/100

Key fields such as title, reference, organization, deadlines, and value are populated. There are no reported suspensions or disputes. Dates are logical and consistent within the provided information.

Sustainability50/100

The tender includes 'Green Procurement' as a characteristic. However, there is no explicit mention of social aspects or innovation, and it is not indicated as EU funded. This limits the overall sustainability score.

Lack of explicit social criteria or innovation focus.

Strengths

Clear description of works and location.
Use of e-procurement and e-submission.
Reasonable deadlines and disclosed value.
Specific CPV code provided.

Concerns

Inability to fully analyze all attached tender documents due to file format limitations.
Contract start date not explicitly stated.
Limited explicit sustainability criteria beyond 'Green Procurement'.

Recommendations

1. Ensure all tender documents are provided in universally accessible formats for future tenders.
2. Explicitly state the contract start date or a clear mechanism for its determination.
3. Consider incorporating specific social and innovation criteria to enhance sustainability.
