Original Tender Description

The Estonian Research Council (ETAG) wishes to procure the production of a series of short science-themed videos titled "Attention! It's Science!". The series will be broadcast on the main ETV channel in the autumn season of 2026, regularly in a 4-minute slot during prime time (7-9 PM). The series will consist of 20 episodes, each with an introductory clip. In addition to the production of the shows, we are commissioning the implementation of a cross-media plan related to the shows. The contracting authority (procurement entity) has the right to order additional short videos up to a value of 20,000 euros (excluding VAT), provided that the television service provider is willing to broadcast them on the same channel and during the same broadcast time in the spring season of 2027, and the parties agree on additional topics. The cost of the video offered in the tender will be used as a basis for ordering additional videos.

Good

Tender Quality Score

This tender for science video production is generally well-structured, with clear requirements and a reasonable evaluation process. However, it could benefit from more explicit sustainability considerations and clearer financing details for potential contract modifications.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with standard procurement regulations, including the use of a proper CPV code and a clear procedure. Deadlines are reasonable, and no disputes are noted. The financing condition is somewhat vague regarding the exact terms of potential contract amendments.

Clarity80/100

The description of the required services is clear, outlining the scope of work for producing science-themed video clips. Requirements are documented, and evaluation criteria are specified, contributing to good clarity.

Completeness70/100

Most basic information is present, including estimated value, duration, and deadlines. However, the financing condition for contract modifications could be more detailed, and the exact nature of 'cross-media plan implementation' could be further elaborated.

Fairness85/100

The tender promotes fairness through e-submission and e-procurement, with disclosed value and objective evaluation criteria. There are no apparent requirements tailored to specific companies, ensuring a competitive process.

Practicality65/100

E-submission and e-procurement are supported. The contract duration is specified. However, the financing condition for potential contract amendments lacks specific details, and the 'contract start date' is not explicitly stated, only implied by the broadcast season.

Data Consistency90/100

Key fields such as title, reference, organization, and deadlines are populated. There are no noted suspensions or disputes, and the dates provided are logical within the context of the tender.

Sustainability50/100

The tender is EU funded, which is a positive aspect. However, there are no explicit requirements for green procurement, social aspects, or innovation, which limits the sustainability score.

Strengths

Clear description of services and objectives
Use of e-procurement and electronic submission
Well-defined evaluation criteria with relative weighting
EU funded status

Concerns

Vague financing conditions for contract amendments
Lack of explicit sustainability criteria (green, social, innovation)
Implied contract start date rather than explicit

Recommendations

1. Provide more detailed terms for potential contract modifications, including specific pricing mechanisms for additional videos.
2. Incorporate specific sustainability criteria or targets into the evaluation or technical requirements.
3. Explicitly state the intended contract start date.
