65%
Estimated Win ProbabilityModerate Fit

This tender focuses heavily on cost-efficiency for disease site eradication services, with transport and processing costs dominating the evaluation. A winning strategy will prioritize aggressive pricing in these high-weight areas while demonstrating robust operational capability and strict adherence to technical and regulatory requirements. Leveraging existing infrastructure and streamlined logistics will be crucial for competitive advantage.

Key Winning Messages

Cost-effective and efficient disease site eradication through optimized logistics and processing.

Reliable and compliant execution of critical public health services with minimal disruption.

Proven expertise in handling animal carcasses and ensuring biosecurity.

Key Opportunities
Significant weighting on transport costs (80.0%) and processing costs (65.0% for pigs/cattle/horses/goats/sheep, 35.0% for birds) presents a prime opportunity for cost leadership.
The framework agreement structure allows for potential long-term engagement and revenue generation if initial performance is strong.
The tender is divided into parts, allowing bidders to potentially bid on specific lots they are most competitive in, although a full-service offering might be advantageous for overall framework ranking.
Key Challenges
Intense price competition due to the high weighting of cost-related evaluation criteria.

Conduct thorough cost analysis to identify all potential cost savings. Explore economies of scale in transport and processing. Consider strategic partnerships for specific services if it leads to overall cost reduction.

The need for rapid response and deployment in the event of an outbreak, requiring robust logistical planning and resource availability.

Develop a detailed contingency plan outlining rapid deployment protocols, personnel availability, and equipment readiness. Establish clear communication channels with the contracting authority for swift mobilization.

Ensuring strict compliance with complex EU regulations (e.g., Regulation No 1069/2009) for animal material rendering.

Verify that all processing partners are fully compliant and certified. Include clear documentation of compliance in the bid submission. Train staff on all relevant regulatory requirements.

Recommendations6
Aggressively Price High-Weight Evaluation Criteria
CriticalHigh effort

Focus significant effort on achieving the lowest possible prices for 'Transport from disease site to burial site or processing plant' (80.0%) and 'Disposal in a processing plant' (65.0% and 35.0%). This will be the primary driver of the evaluation score.

Significantly increases the likelihood of achieving maximum points in the most heavily weighted evaluation categories.
Develop a Robust and Detailed Action Plan
CriticalHigh effort

The action plan must clearly articulate the bidder's methodology for each stage of disease site eradication, demonstrating a deep understanding of the technical specifications and regulatory requirements. Include timelines, resource allocation, and contingency measures.

Demonstrates capability and preparedness, directly addressing a key submission requirement and influencing the perception of operational efficiency.
Highlight Specialized Equipment and Infrastructure
HighMed effort

Emphasize the availability of specially adapted and disinfected vehicles for carcass transport, as well as any proprietary or highly efficient processing facilities or partnerships. This addresses technical capability requirements and can support cost competitiveness.

Sets the bidder apart from competitors lacking specialized assets, reinforcing reliability and compliance.
Proactively Address Regulatory Compliance
HighMed effort

Clearly state compliance with EU Regulation No 1069/2009 and its implementing regulation No 142/2011. Provide evidence of certifications or agreements with compliant processing plants. This is a non-negotiable requirement.

Avoids mandatory exclusion and builds trust with the contracting authority regarding operational integrity.
Optimize Logistics for Rapid Response
MediumMed effort

Detail the logistical framework for rapid deployment, including pre-positioned resources, on-call teams, and established communication protocols. This demonstrates readiness for the unpredictable nature of disease outbreaks.

Addresses the need for speed and efficiency, crucial for effective disease control.
Incorporate Local Employment Commitment
LowLow effort

If feasible, include a commitment to utilizing local labor where possible for site operations, contributing to community well-being and potentially offering a minor social value differentiator.

Adds a positive social dimension to the bid, though not a primary evaluation factor.
Competitive Positioning
Position the bid as the most cost-effective solution without compromising on regulatory compliance or operational efficiency. Emphasize a streamlined, integrated service offering that minimizes overhead and maximizes speed of execution. Highlight a proven ability to manage large-scale animal carcass disposal and disinfection effectively.

Good

Tender Quality Score

This tender for disease site liquidation services is generally well-structured with clear requirements and a reasonable timeline. However, it lacks explicit evaluation criteria and details on contract duration, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by providing a clear procedure, CPV code, and no reported disputes. Deadlines are reasonable. The exclusion of Russian Federation-linked entities is a common geopolitical requirement, not necessarily a fairness issue in this context.

Clarity80/100

The description of services is detailed across multiple technical specifications, and the requirements are generally well-documented. The division into parts is clear, although the contracting authority's discretion on which parts to order could be more explicitly defined in terms of potential order volume.

Completeness70/100

Most basic information is present, including estimated value and deadlines. However, the contract duration is not specified, and while the tender is divided into parts, the exact scope of services to be ordered under the framework agreement is left to the contracting authority's discretion for each case, which could be more clearly defined.

Missing contract duration
Fairness85/100

The tender promotes fairness through e-submission and e-procurement. Access to documents is good, and the value is disclosed. The criteria for exclusion related to the Russian Federation are standard geopolitical measures. The lack of explicit evaluation criteria is a concern for objective assessment.

Missing evaluation criteria
Practicality65/100

E-submission is mandated, which is practical. However, the absence of a specified contract start date and the lack of explicit financing information for the framework agreement reduce practicality. The division into parts is practical, but the uncertainty of which parts will be ordered affects planning.

Missing contract start date
Missing financing information
Data Consistency90/100

Key fields such as title, reference, organization, and deadlines are populated. There are no reported disputes or suspensions. Dates are logical, and the tender validity period is specified.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded, which limits its sustainability score.

No green procurement criteria
No social criteria

Strengths

Clear division of services into parts
Mandatory e-submission and e-procurement
Detailed technical specifications for key services
Reasonable submission deadline and opening date

Concerns

Missing explicit evaluation criteria
Missing contract duration
Lack of specific sustainability or innovation focus

Recommendations

1. Specify the contract duration for the framework agreement.
2. Clearly define the evaluation criteria for bids.
3. Consider incorporating sustainability or innovation aspects into the tender requirements.
